What the inspector wrote

On 05/07/2026, Licensing Program Analyst (LPA) Diana Campos arrived to the facility unannounced and met with the licensee Surbhi Agarwal for an annual/random inspection. Present during the inspection was the Licensee, her fingerprint cleared husband, and 6 children in care (3 infants and 3 preschool aged children). Also residing in the home are the Licensees son and daughter. LPA toured the on-limit areas of the home with the licensee for a health and safety inspection. The facility was found to be in compliance with the required ratio and capacity today. The facility operates Monday through Friday, 8:00AM to 6:00PM. The on-limit areas are: the Living Room, Kitchen, Dining Area, Hallway to Daycare area, Day care Room (room in the back of the house, Bathroom #1 (attached to day care room), Infant Room (first room to the right of day care hallway),bedroom to the right of the hallway (added today) and fenced off Backyard area including the side yard to the right of the home (added today). The off-limit areas are: the bedroom to the left of hallway, Bathroom #2, Master Bedroom and master Bathroom, the left side of the backyard and Garage. Off limit areas made inaccessible by closed doors, gates and visual supervision. The Isolation area is in the infant room. The home is a single-story house which is owned by the Licensee. LPA observed there are sufficient age appropriate toys play equipment and materials which appear to be safe. During today's inspection, all toxins, cleaning products and hazardous materials were observed to be inaccessible to children in care. In the outdoor play area LPA observed a heavy wooden play structure and licensee was reminded to strictly use per the manufacturer guidelines and 100% visual supervision. There is a fully charged 3A40BC fire extinguisher, working combination smoke detector/carbon monoxide detectors, and working telephone. The home does not contain a fireplace. Licensee stated that there are no firearms or pets or no one who smokes at the home. LPA did not observe any bodies of water in or around the home. Licensee has current Pediatric CPR and First Aid that expires 12/2026. Licensee’s Mandated Reporter training is complete and expires 9/10/2026 . Both the Licensees husband and assistant have Mandated Reporter training. Licensee's husband has current Pediatric CPR and First Aid training as well. All required postings are made visible to the parents during today's inspection. To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. See LIC809C------------------------------------------------------------------------------------------------- Page 3 Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 days. No deficiencies cited today. Licensee agrees to submit a new facility sketch with corrections to the off limit/on limit areas that were added today. Exit interview conducted and report reviewed with the licensee Surbhi Agarwal.
