Inspector’s narrative

What the inspector wrote

Licensing Program Analyst (LPA) Jyoti Saini met with Licensee Courtney Wiseman for an unannounced Annual Random Inspection. LPA disclosed the purpose of the inspection and was granted entry into the facility by the licensee. During the inspection, the licensee and helper were supervising eleven (11) children\342\200\224ten (10) preschoolers and one (1) infant. One school-age child left upon LPA\342\200\231s arrival. The home is a two-story home consisting of three bedrooms, two and a half bathrooms, a loft, an office room, a living room, a kitchen, a dining room, a laundry room, a garage, and a backyard. The facility operates Monday through Friday from 8:30 a.m. to 5:30 p.m. Daycare areas include the entire downstairs area: the living room (main play area), bedroom #1 on the right-hand side of the entrance (used as a play/nap area), kitchen, dining area, and backyard. Off-limit areas include the entire second level and the garage. The home has a working telephone, a carbon monoxide detector, and a fire extinguisher that meets minimum requirements. LPA observed that the daycare area is clean, orderly, and equipped with age-appropriate toys. No bodies of water were observed during today's inspection. The fireplace in the dining room is screened to prevent access by children in care. There are child-size tables and chairs for snacks and activities. Children have individual cubbies to store their belongings. The napping room had cots in good condition, and each child has a separate blanket, which is washed weekly by the parents. The licensee stated there are no guns or weapons of any kind in the home. The backyard play area is fenced, and a safety gate is in place at the bottom of the stairs to prevent access to the upstairs area. The licensee provides daily snacks and meals. LPA reviewed children's files, and all required postings were properly displayed. Both the licensee and the helper have current mandated reporter certificates on file. The licensee has a current CPR certification on file, which expires on 10/04/2027. The licensee documents 15-minute sleep checks for infants during nap time. Per emergency fire drill log, the last drill was conducted on 09/26/2025. The facility roster was reviewed, and a copy was obtained. During Inspection, Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was reminded about Mandated Reporter training available on CCLD website. Training must be completed every 2 years. Training can be taken online at www.mandatedreporterca.com To improve the quality and value of the new inspection process, a survey will be sent to the email address provided.
