What the inspector wrote

A Case Management Inspection was conducted on this date 11/04/2022 by Licensing Program Analyst (LPA), Melanie Otsuji. LPA met with center director, Yujing "Kathy" Huang. The center has submitted an application for an increase in capacity from 34 to 96 preschool aged children. Facility is also requesting to add a new play yard for preschool aged children. Also on site is an Elementary through High School campus. Per Director at no time do preschool students commingle with other children. The center will be operating in 4 classrooms (Rooms 11, 12, 13, and 14). To enter the preschool campus, representative's must enter through main entry of school aged building. Then walk through student union/cafeteria to reach preschool building. Hours of operation are from 8:00am - 6:00pm, Monday through Friday. A health and safety inspection was conducted inside and outside. The following is the total overall measurement: INDOORS: 3213.72 square feet = 91 children OUTDOORS: 3696.19 square feet = 49 children There are 12 sinks, and 8 toilets available for children. There is a staff bathroom located in the lobby. Children will utilize the infirmary if they become ill while in care. Children will also utilize the staff bathroom while ill. Drinking water is available inside and outside. A yard waiver is being requested to allow no more than 49 children at a time on the play yard. All toilets and hand washing facilities are in safe and sanitary operating conditions. Menus are posted. AM/PM Snacks are provided and prepared on site. Children bring their lunch from home or have the option to purchase a lunch from the school. The storage of napping equipment was observed. Facility's alarm system includes the smoke and carbon monoxide detector. A review of staff records on 11/4/2022 indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. An approved Fire Clearance was received on 11/02/2022 from Hayward Fire Department for 96 preschool aged children. All licensing required documents are posted. Mandated reporter and appeal rights, civil penalties, unusual incident reporting and fingerprint requirements were discussed today. Licensee is also being informed of the web address ( www.ccld.ca.gov ) for downloading child care forms, and the director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com . Zero Tolerance policies were explained. Notice of Site Visit form was provided and posted. The center was found to be clean, safe, sanitary and in good repair. There are no deficiencies cited during this visit. A license for 91 preschool aged children operating out of 4 classrooms and 2 play yards will be issued effective today's date, 11/4/2022. An exit interview was conducted with Director, Yujing "Kathy" Huang.
