What the inspector wrote
On June 2, 2026 at 1:05 PM., Licensing Program Analyst (LPA) Elimika Woods conducted an unannounced
Annual Random Inspection
and met with the director Yujing "Kathy" Huang. LPA disclosed the purpose of the inspection and the facility was toured both indoors and outdoors for a health and safety inspection. There were 39 preschool age children present during this inspection and six (6) staff members. The preschool is a part of the California Crosspoint K-12 school and is located in a separate building on the left side of the campus. The building also houses four (4) elementary classrooms. The hours of operation are 8:00 AM-5:00 PM, Monday -Friday
All individuals subject to criminal record review have a clearance or exemption and have been associated to the facility. LPA conducted a census of the children and the census matches the 39 electronic signatures signed in on the electronic system.
The center has wired smoke & carbon monoxide detectors. Per the director, the smoke detectors are fully functional and serviced regularly. The smoke detectors are wired to notify the Hayward Fire Department when triggered. The center has a working telephone, first aid kits, emergency backpacks, pull down fire alarm system, and multiple ully charged 4A80BC fire extinguishers, which meets standards established by the State Fire Marshal. LPA reviewed four (4) children in care files around 2:00 PM, and all the files contained Personal and Parent's Rights, Medical Consent forms, and Identification & Emergency Information. LPA reviewed four (4) staff files around 2:30 PM, and they all have the required Health Screening, Employee Rights forms, and Statement Acknowledging Requirement To Report Child Abuse. At least one opening/ closing staff member has a current CPR & First Aid Certificate.
The four (4) classrooms were inspected around 1:15 PM and teacher child ratio was observed. The classrooms are set up for children to explore the different areas. There are adequate play and learning materials available. The floors are clean and the furniture was the correct size for preschool age children. The play equipment is age appropriate and in good repair. There is proper individual storage space for each child to put their belongings. The isolation area for sick children is the nurse station, away from other children in care. All required documents are posted in a public accessible area.

This facility provides lunch for children in care and there are weekly menus posted at the facility. LPA reminded the director that all persons engaged in food preparation and service shall observe personal hygiene and food service sanitation practices to protect food from contamination.
This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPA Observation during Inspection around 1:25 PM, LPA observed staff and children in three classrooms napping with the lights turned off as the staff watched over the resting children.
The playground area is fully fenced and free from defects and dangerous conditions during todays inspection. The large play structure is anchored into the ground with cushioning underneath to absorb falls and has a slide. The play equipment is age appropriate and in good repair. The playground has play equipment such as a titter totter, ride on cars, tables, chairs, rock climbing equipment, tricycles, hula hoops, and balls.
There's a gate at the bottom of the stairs to prevent children access to the upper floor of the center.
LPA observed that the staff bathroom was separate from the children's bathroom. The children's bathrooms are located inside each classroom jack and jill styled. LPA verified the toilets were working properly by flushing them to make sure it was operating in a safe condition and that the water did not get to hot for children in care. The center has plenty of soap, bath tissue, and paper towels available to children in care.
California Law requires Child Care Centers licensees to
report unusual incidents
or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone, fax, or electronic mail. The licensee was also reminded that Mandated Reporter Training ("General" and "Child Care Providers") is required for all staff and is to be renewed every 2 years by visiting

Lead Testing – Child Care Centers (CCC) CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES: Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

The director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
The director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
There are no deficiencies cited today. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the director
