What the inspector wrote

On September 15th, 2023 at approximately 9:35am, Licensing Program Analyst (LPA) April Wright arrived for an unannounced Required-1 Year inspection and met with Director Kimberly Dunham. Present during the inspection were fourteen (14) preschool children and six (6) fingerprint cleared staff members. The facility is in ratio today. The facility was toured for a health and safety inspection. Hours of operation are Monday through Friday, 8:00am to 5:30pm. Classroom: Center has one classroom and is divided in two sections. There are adequate play and learning materials available. The floors, furniture, and equipment are neat, age appropriate and in good repair. There is adequate heating/air conditioning, ventilation and lighting for safety and comfort. Drinking water is available inside and outside of the center. There is proper individual storage space for each child. The isolation area is the director's office. The center is equipped with a fully stocked first-aid kit available in the classroom and director's office. Food Service: Facility provides catered food service to children in care. Food provided is Am Snack, Lunch and PM snack daily. No cleaners were found stored with food items. Bathrooms: Facility has separate staff and child designated bathrooms located in lobby area of center. Toilets and faucets are in safe and sanitary operating condition. The children are able to reach the sinks and toilets without difficulty. Supplies are available to children. Outdoor Play Area: There is a play structure with slide that has wood chips and foam cushion to absorb falls. There are no pools, hot tubs or free-standing bodies of water present at the facility. There are age appropriate toys and materials for the children. The playground outside is fenced and all equipment and surfaces are free from hazards and defects. See LIC809C for continuance. Records: All individuals subject to criminal record review have a clearance and have been associated to the facility. LPA reviewed children\342\200\231s files seven (7) and six (6) staff files including director's files. LPA reviewed the facility roster & personnel record and obtained a copy. CPR/First Aid and Mandated Reporter certificates were reviewed and are current. The center is in compliance with sign in and out procedure via Brightwheel. Emergency Drills are recorded and performed at least every six months with last conducted for fire and earthquake on 9/20 and 9/21/2023. Per Director, there are no firearms on the premises. All required documents are posted in a publicly accessible area. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . PIN 22-05-CCP. LPA discussed the safe sleep regulations with Facility representative/ Director discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed Facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.
