What the inspector wrote

On December 4th, 2024 at approximately 12:20pm, Licensing Program Analyst (LPA) April Wright arrived for an unannounced Annual/Random inspection and met with Center Director Kimberly Dunham. Present during the inspection were nineteen (19) preschool age children and three (3) fingerprint cleared staff members. The facility is in ratio today. The facility was toured for a health and safety inspection. Hours of operation are Monday through Friday, 8:00am to 5:30pm. CLASSROOM: Center has one classroom which is divided into two sections. The floors, furniture, and equipment are age appropriate and in good repair. Center has adequate heating/air conditioning, ventilation and lighting for safety and comfort. Drinking water is available inside and outside of the center. There is proper individual storage space for each child. LPA observed and Center Director confirmed that are no toxins, medicines, cleaning products or hazardous materials visibly present during today's inspection and were made inaccessible to children in care. The isolation area for sick children is in the director office, away from other children in care. The center has fully operational smoke/carbon monoxide detectors, working telephone, and two (2) fully charged 3A40BC fire extinguishers located in the lobby at each end of the hallway. The center is equipped with a fully stocked first-aid kit available in the classroom and director's office. LPA observed and Center Director confirmed that there are no pets, firearms or weapons located in the facility. LPA observed and Center Director confirmed that there no pools, hot tubs, or any bodies of water present at the facility. FOOD SERVICE AREAS: Facility provides catered food services to children in care which include am snack, lunch and pm snack daily. There are monthly menus posted on parent board for public viewing. Kitchen prep areas are neat and orderly with no signs of insects, rodents or vermin. LPA inspected all storage containers for solid waste and observed they have tight fitting covers that are in good condition and repair. Facility has refrigerators which were inspected, free of any evidence of rodents, vermin or insects. See LIC809C for continuance. BATHROOMS: Facility bathrooms for children and staff are located in the lobby area. Bathrooms are separate from one another with designated signs posted on the doors. Toilets and faucets are in safe and sanitary operating condition. The children are able to reach the sinks and toilets without difficulty. Supplies (soap and paper towels) are available to children. OUTDOOR PLAY AREA: There is a play structure with slide that has wood chips to absorb falls and anchored for stability as observed by the LPA. There are age appropriate outside toys and materials for the children. The playground is fully fenced and all equipment and surfaces are free from hazards and defects. Facility uses additional play area located on the Echo Church property which is directly outside the facility to the left with has grass cushioning. Additional play area was previously off limits due to structure fire which occurred in January 2022 but has been repaired by Echo Church and now in use by the center. RECORDS: All individuals subject to criminal record review have a clearance or exemption and have been associated to the facility. Six (6) children's files and three (3) staff files were reviewed including the directors file. All staff files have required health screening and Employee Rights and all children files contain Identification & Emergency, Personal Rights, and Medical Consent forms. LPA reviewed the staff and children's roster and obtained a copy. Mandated Reporter Training certificates and CPR/First Aid certificates are current and up to date for all staff members staff. The center is in compliance with sign in and out procedure via Brightwheel. Disaster drills are being conducted monthly and the last one conducted was on 10/3/2024. All required documents are posted in a public accessible area. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP . Commonly Asked Questions about Child Care Centers and the ADA are available at: https://www.ada.gov/resources/child-carecenters/ Center Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . PIN 22-05-CCP. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Center Director Kimberly Dunham.
