Inspector’s narrative

What the inspector wrote

It was reported that on other occasions, when children requested additional servings, children were offered milk only and no additional food alternatives were provided. Individuals present at the facility expressed concern regarding the availability of additional servings for children during meals. Additionally, interviews with staff revealed that the facility will “try not to” provide children with seconds to avoid overfeeding children. Licensing regulations require that meals be provided in quantities sufficient to meet the nutritional needs of children, including reasonable requests for additional servings. Based on the observations and corroborating statements regarding meal service practices. The allegation noted above is thus found to be SUBSTANTIATED, meaning the allegation is valid because the preponderance of the evidence standard has been met. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Facility representative, Amanda. California Code of Regulations, Title 22 deficiencies are being cited on the following pages:

  • FOOD SERVICE

    101227 Food Services(a) In child care centers providing meals to children, the following shall apply:(1) All food shall be safe and of the quality and in the quantity necessary to meet the needs of the children. Each meal shall include, at a minimum, the amount of food components as specified by Title 7, Code of Federal Regulations, Part 226.20, (Revised January 1, 1990) Requirements for Meals, for the age group served. All food shall be selected, stored, prepared and served in a safe and healthful manner.This requirement was not met as evidenced by: Based on observations, and interviews the facility did not accomodate children's request for additional servings. This poses a potential health and safety risk to children in care.

  • PERSONAL RIGHTS

    101223 Personal Rights(a) The licensee shall ensure that each child is accorded the following personal rights:(1) To be accorded dignity in his/her personal relationships with staff and other persons. This requirement was not met as evidenced by: Based on interviews, video footage, and record review, it was found that S5 inappropriately spoke to C1 by yelling as well as handled them roughly. This posed an immediate health and safety risk to children in care.
