What the inspector wrote

On 05/6/2026, Licensing Program Analyst (LPA) Diana Campos conducted an ANNUAL/RANDOM INSPECTION . LPA met with center Director, Shana McDougald-Williams. Also present during today's visit were 3 additional staff members and 13 preschool children. On today's date, the facility is within ratio and capacity. The facility currently operates 7:30am - 5:30pm, Monday-Friday in one classroom on the premises of Hillside Elementary. The facility was toured with Director to conduct a Health and Safety inspection. Classrooms: The classroom was inspected for age-appropriate furnishings, equipment, & adequate storage for children’s belongings. LPA observed the cleanliness of floors & surfaces, the presence of a fully functional carbon monoxide detector, smoke detector/fire alarms, and a fully charged fire extinguisher that is accessible throughout the facility. The center is equipped with a fully stocked first-aid kit and available in the classrooms. Food Service Areas: Facility receives food from Kidango's centralized kitchen and is delivered daily. Food preparation areas are kept clean. No cleaners were found stored with food items. Facility provides breakfast, lunch and PM snacks. Menu is posted showing at least a week's worth of meals in a place visible for the authorized representative to see. Bathrooms: Facility has separate staff and child designated bathrooms. Toilets and faucets are in safe and sanitary operating condition. The children are able to reach the sinks and toilets. Supplies are available to children. Outdoor Play Area: There are no bodies of water, or free-standing water accessible to children. There are age appropriate toys and materials for the children. The playground outside is fenced and all equipment and surfaces are free from hazards. Records: All individuals subject to criminal record review have a clearance and have been associated to the facility. LPA reviewed a random sample of 5 children's files and 4 staff files. LPA reviewed the facility roster & personnel record and obtained a copy. At least one opening/closing staff member has a current Pediatric CPR/First-Aid Certification. The center is in compliance with sign in and out procedure. Emergency Drills are recorded and performed at least every six months. Per facility representative, there are no firearms on the premises. All required documents are posted in a publicly accessible area. To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. PIN 22-05-CCP Page Four. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. No deficiencies cited during today's inspection. A notice of site visit was given and must remain posted for 30 days.
