What the inspector wrote

On March 13, 2025, Licensing Program Analyst (LPA) Lorraine Dacanay Breaux conducted an Unannounced Annual Required Inspection . LPA met with Director, Neeti Ghosh also present at the time of the inspection were 6 staff and 35 preschool age children in care. The facility was toured to conduct a Health and Safety inspection. The facility currently operates 08:00 AM - 06:00 PM, Monday - Friday in two (2) classrooms. This facility has an infant component #015700532. Classrooms: Both classrooms were inspected for age-appropriate furnishings, equipment, & adequate storage for children\342\200\231s belongings. LPA observed the cleanliness of floors & surfaces, the presence of a fully functional carbon monoxide detector, smoke detector/fire alarms, and four fully charged 3A40BC fire extinguisher that is accessible throughout the facility. The center is equipped with a fully stocked first-aid kit and available in the classrooms. Per director the facility does not provide transportation. Food Service Areas: Facility provides breakfast and snacks. All center provided food items are properly labeled and stored separately from cleaning supplies. Food prep area is clean, adequately equipped and free from hazardous materials. Breakfast and snack menu is posted one week in advance, available for review and dated. Solid waste bins are equipped with tight fitting lid. Bathrooms: Facility has separate staff and child designated bathrooms. Toilets and faucets are in safe and sanitary operating condition. The children are able to reach the sinks, toilets, and supplies. Outdoor Play Area: The playground outside is fully fenced and all equipment and surfaces are free from hazards. There are no bodies of water, or free-standing water accessible to children. There are age appropriate toys and materials for the children. There is a play structure that is anchored and has cushion to absorb falls. The director confirmed there is no pool, hot tubs or bodies of water. Continued on LIC 809-C Records: Around 11:15 AM LPA request and reviewed files. All individuals subject to criminal record review have a clearance and have been associated to the facility. LPA reviewed 6 children\342\200\231s files and 6 staff files. LPA reviewed the facility roster & personnel report and copies were obtained. At least one opening/closing staff member has a current Pediatric CPR/First-Aid Certification. Mandated Reporter certificates were reviewed. Director\342\200\231s CPR/First-Aid Certificate is current and expires on 01/07/2027. Director was reminded that EMSA approved Pediatric CPR and First Aid training must be completed every two (2) years. Mandated Reporter Training ("Child Care Providers") is required for all staff and is to be renewed every 2 years by visiting https://mandatedreporterca.com/ . The center is in compliance with sign in and out procedure using the Bright wheel app . Emergency Drills are recorded and performed at least every six months and last one was 01/6/2025 . Per facility representative, there are no firearms on the premises. Criminal Record Clearance : Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Lead Testing: Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. LPA Noted that the report was posted on the parent board. Unusual Incident/Student Injury Report: Effective August 1, 2003 California Law requires Child Care Licensees to report unusual incidents or injuries to children in care to child\342\200\231s parents and to the Department of Social Services using the Unusual Incident/Injury Form (LIC 624). Incidents must be reported within 24 hours to the regional office by phone and the written report, LIC 624, within seven (7) business days. LPA informed Director that all forms can be downloaded at www.ccld.ca.gov . LIC 809-C Incidental Medical Services (IMS): Incidental Medical Services (IMS) policy was discussed. For IMS i nformation see PIN 22-02CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. There are no deficiencies cited today. A notice of site visit was given and must remain posted for 30 days. Appeal Rights provided.
