What the inspector wrote

Licensing Program Analyst (LPA) Melanie Otsuji made an announced PRELICENSING visit in response to an application for a DROP-IN PRESCHOOL ; the drop in status is determined by the lack of outdoor activity space and directs the center to allow children to attend no more than 5 hours a day with a maximum of 15 hours per week per child. LPA met with Applicant/Director, Angha Chitre. This facility resides in a shopping plaza. Facility operating hours will be Monday through Friday: 8:30AM - 6PM. This program will be conducted in two classrooms, a common space and reading nook. There is 1 toilet and 1 sink available to children. There is a separate staff bathroom within the facility. Applicant stated that also on site is a heritage program. When Heritage children are present, the preschool will utilize the 2 classrooms (PreK/Preschool Classroom & Activity Center Classroom). Additionally, preschool capacity will drop to 8 maximum if Heritage children are present. Applicant understands that at no time should Heritage and Preschool aged children commingle. Isolation room for sick children will be located at the Director's desk. The classrooms are furnished with age-appropriate equipment, with adequate storage and cubbies for all. Drinking water is available to children by way of bottles from home and a refill station in the facility. Children will bring snacks from home. Facility will have back up snacks on site. All required forms are posted. Electronic sign in/out will be used which provides a unique identifier for each authorized representative. The director is Anagha Chitre, and a complete director packet was provided to CCLD. There is a working telephone on site. Interior activity space: 1030.75 sq. ft., which will allow for 17 preschool children. No outdoor space is available for play; to amend for that, the capacity for this Drop-In center is determined by the requirement of 60 square foot per child. A waiver has been requested by the Applicant. There are no health or safety risks posed by this facility on today's date. The Livermore-Pleansanton Fire Department has approved the capacity of 15 on 5/23/2023.. All toilets and hand washing facilities are in safe and sanitary operating conditions. Licensee was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPA also informed the Applicant of the importance of checking for devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Exit interview conducted and report was reviewed with the applicant, Anagha Chitre. A license for 15 preschoolers operating out of 2 classrooms, a common area and reading nook will be approved effective today's date, 7/20/2023. Waiver to be posted with license.
