What the inspector wrote

On November 13, 2024 at approximately 8:10am, Licensing Program Analysts (LPA) Randy Miranda arrived at the facility and met with Operations Manager Ria Das, for an unannounced annual inspection for Health and Safety. Present for the inspection were the Operations Manager, three (3) teachers, three (3) Teacher\342\200\231s Aid, and 14 infants. The hours of operation are Monday-Friday 08:00 am to 05:30PM. Facility is licensed for ages zero (0) to 24 months. The facility is a single building with a classroom, a large and small indoor play area, a kitchen, children\342\200\231s restroom, staff restroom, two office rooms, and an outdoor play area separated from the premises. The outdoor play area is located at the far end of the parking lot. Heating and ventilation is acceptable. Posted documents include: License; daily schedule; emergency disaster plan; Parent\342\200\231s Rights; Personal Rights; seatbelt laws. The facility has 2 fully charged 3A40BC fire extinguishers located at the north end of the play area and at the south end main entry/exit door. Disaster drills are conducted at least once every month, the last drill was conducted 10/22/2024. The isolation area for sick children is in the Directors office. LPA observed and tested the carbon monoxide detector located at the main play area. The center is equipped with a working telephone, pull down fire alarms, and a fully stocked first aide kit. The facility uses an electronic app called Brightwheel for children sign in/out and parent messaging. The facility is clean and well organized with ample age appropriate furnishings and equipment. Surfaces including floors and counter tops are clean and toxic free. There were no hazardous items/toxins observed to be accessible to children in care today. The napping area is separated from the play area by the use of a moveable, acrylic see-through wall which allows for supervision of children when napping. LPA observed a loose fitting sheet in one of the infant cribs and immediately notified the operations manager. The large play area is separated from a smaller play area by the use of a smaller acrylic see-through wall. The small play area is designated for crawling infants while the larger play area are for walking infants. Support pillars located in the main play area are lined with foam cushioning to prevent injuries. The kitchen area is neat, organized, and is gated for inaccessibility to children. Children\342\200\231s milk/formula is stored in individual bottles that is labeled with the child\342\200\231s name. Bottled milk/formula is stored in the refrigerator to prevent spoiling or contamination. For outdoor playtime, teachers will shuttle the children to the outdoor play area by use of strollers or buggies. The outdoor play area is in safe condition and free from sharp, loose, or pointed parts. There are two sheds located within the play area. Doors are locked and inaccessible to children. The areas around the infant appropriate play structures are cushioned for safety and is layered with artificial turf. Shade is available in the play areas and teachers maintain 100% visual supervision. There are no bodies of water accessible to children in care. Children\342\200\231s restroom is located inside the facility and is available with two toilets and two sinks. The sinks have functioning water taps with appropriate hand washing signs. There are enough towels and soap supplies. All toilets, handwashing and cleaning areas are in safe and sanitary operating conditions. Staff restroom is separate from the children\342\200\231s restroom and is found to be in sanitary condition with enough towels and soap supplies. Classrooms have trash cans with a tight fitting cover for the disposal of solid waste. Children bring their own water bottles and filtered water is also available inside the classroom. Lead testing for the facility is complete. Children's records and Staff records were reviewed and are in good order. All staff subjected to criminal review have been cleared and associated to the facility. All staff have current Mandated Reporter certificates and CPR/1 st aid certificates were current. At least one staff opening and closing has valid CPR/1 st Aid certificate. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual \342\200\223 Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. There were no deficiencies issued during today\342\200\231s inspection. This report is to remain on file for 3 years. A notice of site visit was given and must remain posted for 30 days. Appeal Rights provided. Exit interview conducted and report was reviewed with the Operations Manager Ria Das.
