What the inspector wrote

Licensing Program Analyst (LPA) Saini arrived for an unannounced case management visit. In addition to the director and Executive director , 62 children and 7 staff members are present today. The facility operates Monday - Friday from 8:30 am to 6:00 pm out of rooms 1 through 7. The Room #7 is exclusively used for the toddler component ( 18mon-24mon). Currently, the facility is not using Room #1 and Room #2 due to low enrollments. The facility also holds a Heritage license. The Heritage program uses a separate room (Room #8). The facility has requested to utilize rooms #1 and # 2 for the summer program run under a Heritage license. LPA reviewed the facility's action plan. Based on the enrollment and plan submitted by the facility, the facility is recommended to use rooms #1 and #2 temporarily for the summer program, effective June 11th, 2024, through August 15th, 2024, ONLY. The facility is advised that the room will be reassigned to preschool upon completion of the summer program, ensuring the preschool's future arrangements and adhering to the Title 22 regulations. The licensee understands that the children enrolled in the Heritage program are not to be commingled with children enrolled in preschool license, licensed by the Community Care Licensing Division (CCLD) A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the facility representative, Gagandeep Tulsi.

    Based on the observations, interview, and record review, the licensee did not comply with the section cited above. The teacher supervising toddlers in the toddler component is not fully qualified. The teacher does not have the required infant/toddler units, which poses a potential health, safety, or personal rights risk to persons in care.
