What the inspector wrote

Licensing Program Analyst (LPA) Jyoti Saini arrived at the Facility unannounced to deliver the final findings. During the course of the complaint investigation, the LPA determined that the facility opens at 7:00 a.m., and the earliest child typically arrives around 7:20 a.m. in the toddler component. Interviews revealed that all children first arrive in the toddler classroom and are later dismissed to their respective classrooms. Interviews also indicated that toddlers and preschoolers are combined in the morning until the preschool teacher arrives. The facility was advised that commingling children from different components is not permitted at any time under Title 22 regulations. Failure to comply with this requirement may result in future citations. An exit interview was conducted with facility representative Carol Abe. A notice of site visit was posted and must remain posted for a period of 30 days.

  • RESPONSIBILITY FOR PROVIDING CARE AND SUPERVISION

    101229(a)(1) Responsibility for Providing Care and Supervision (a)The licensee shall provide care and supervision as necessary to meet the children's needs.(1)No child(ren) shall be left without the supervision of a teacher at any time, except as specified in Sections 101216.2(e)(1) and 101230(c)(1). Supervision shall include visual observation.This requirement is not met as evidenced by: Based on observations, interviews, and record reviews, the Licensee did not comply with the cited section. An incident was identified in which a child was able to exit the playground area, and a teacher retrieved the child from the parking lot, which poses a potential risk to the health, safety, and personal rights of the children in care.

    101238(a)(1) Buildings and Grounds (a)The childcare center shall be clean, safe, sanitary and in good repair at all times to ensure the safety and well-being of children, employees and visitors. (1) The licensee shall take measures to keep the center free of flies, other insects, and rodents.This requirement is not met as evidenced by: Based on observations, interviews, and record reviews, the Licensee did not comply with the cited section. Interview revealed that ants have been observed multiple times in the facility, which poses a potential risk to the health, safety, and personal rights of the children in care.
