What the inspector wrote

On 2/6/24, Licensing Program Analyst (LPA) Briana Plumboy, met with licensee Meifeng Chen for an ANNOUNCED PRE LICENSING INSPECTION . The licensee stated on the Lic. 279 and Lic. 279C she lives in her home with her husband Jiajie Situ and minor age son, but during the inspection, LPA Plumboy found the licensee nor her family are residing in the home at this time. The rooms are designed for childcare, but the drawer located in the bedroom is empty, the closet contains 1 shirt, 2 jackets, and 4 scarfs, and there are no other clothes in the home. The home was toured to conduct a Health and Safety Inspection. The licensee plans to operate the facility Monday through Friday from 8:30am until 5:30pm. Licensee is aware she should have knowledge of all Title 22 Regulations prior to accepting children into care and follow all Title 22 Regulations at all times, as well as follow manufacture guidelines for all equipment in the facility. Health and Safety code 1596.78 \342\200\234Family day care home\342\200\235 (a) "Family day care home" means a home that regularly provides care, protection, and supervision for 14 or fewer children, in the provider's own home , for periods of less than 24 hours per day, while the parents or guardians are away, and is either a large family day care home or a small family day care home. Title 22 Regulation 102417 Operation of a Family Child Care Home (o)The licensee shall maintain documentation of proof of control of property at the Family Child Care Home for review by the Department. Licensee is aware if she does not reside in the home, the department may take further action against the license. See 809-C for continuance The home is single story. The home consists of 3 bedrooms, a hallway bathroom, a half bathroom, living room, dining room, and kitchen. From the hallway bathroom, it is connected to the half bathroom, which leads to the bedroom located on the right side of the hallway. The home is neat and clean with heating and ventilation for safety and comfort. The OFF LIMIT AREAS are the kitchen which has a baby gate around it, and bedroom located at the end of the hallway which has a child safety lock during today's inspection. The ON LIMIT AREAS are the living room, dining room, bedroom located on the left side of the hallway, bedroom located on the right side of the hallway, and hallway bathroom. The ISOLATION AREA will be the room on the left side of the hallway. Licensee is aware when children in care are outside the home or in the front yard 100% visual and physical supervision must be on the children in care at all times. The home has a fully charged 2A10BC fire extinguisher, working smoke detector, working carbon monoxide detector, and working telephone. The licensee\342\200\231s Health and Safety training is completed and CPR and First Aid certificate is current and expires 3/24/24. The licensee completed and received a certificate in mandated reporter training on 12/18/23. The licensee is in compliance with immunization law which pertains to day care providers. The home has a fireplace located in the living room which has a barricade over it during today's inspection. Per licensee, there are no firearms in the home. The licensee is renting the property. During the exit interview, the licensee Meifeng Chen confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep , as an additional resource. LPA also informed of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Subscribe to CCLD important information - Child Care Centers and Family Child Care Homes: Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. See 809-C for continuance The licensee is reminded any structural changes to the home or additions to the child care facility must be reported to Community Care Licensing. Also, any adults moving into the home must be reported to Community Care Licensing prior to them moving in and all requirements must be met before the person lives in the facility. California Law requires Family Child Care Home licensees to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone, fax, or electronic mail. Roster of the children must be properly maintained and fire/disaster drill every six months must be documented. The licensee was reminded nothing shall hang over the infant cribs and not to swaddle infants while in care. For licensing updates email childcareadvocatesprogram@dss.ca.gov and ask to be added to the email list Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded of the responsibility as a mandated reporter. LPA asked the licensee if the licensee had any questions pertaining to any aspects including, but not limited to, any part of this report and of the documents given to the licensee, and per licensee, there are no further questions at this time.
