What the inspector wrote

On August 5, 2025 at 12:25pm, Licensing Program Analyst (LPA) Julia Placencia arrived at the facility unannounced to conduct a Case Management Inspection to see if the facility is ready for an INCREASE IN CAPACITY. LPA met with licensee Caixia Li. Also residing in the home is the licensee\342\200\231s husband Zhuohui Deng and two children (2 year old daughter and new baby son, almost two weeks old). The facility is a one story single family home. Hours of operation for child care are Monday through Friday, 8:30am to 5:30pm. The following was observed during today\342\200\231s inspection: Capacity/Staffing : The facility currently operates as a Family Child Care Home (small), which may have a maximum capacity of six (6) to eight (8) children. At time of inspection there were six (6) preschool age children in care and helper Suxian Deng. The facility is in compliance with ratio and capacity limitations. ON Limit areas (accessible to children in care) : Living Room, First Bedroom to the Right in Hallway (for napping), Bathroom to Left in Hallway, Backyard. LPA observed the facility to be clean and in good repair, with heating and ventilation for safety and comfort. There are ample age appropriate toys observed to be safe and in good condition. The home does not have a fireplace. The backyard has a fence surrounding the perimeter of the yard. There were no pools or other bodies of water. OFF Limit areas (not accessible to children in care): Remaining Two Bedrooms, Garage. OFF Limit areas are inaccessible by closed and/or locked doors and visual supervision. Licensee is advised to contact Licensing so that an inspection can be completed prior to changing an OFF Limit area to ON Limit. ***Continued on LIC809-C... Emergency Preparedness/Safety: Facility has a fully charged 3A40BC fire extinguisher. Smoke and carbon monoxide detector combination unit on ceiling in main day care area is functioning. First aid supplies are available. A fire/disaster drill was last conducted on 5/16/25 and is documented. Licensee is aware drills are required at least every six months. Facility has phone service. Per licensee, there are no firearms in the home. Emergency Disaster Plan is current (2/12/24). Staff Records Review: Licensee and all adults living and/or working in the home have proper TB and criminal background clearances. Licensee has current CPR/First Aid training, which expires on 2/2026 and her helper's expires 7/19/27. Licensee's mandated reporter training expires 2/5/2026. Helper just started working last week and has not completed her training yet. Licensee and helper are in compliance with immunization law. Children\342\200\231s Records Review : Children's files were complete. Facility does not have Liability Insurance and Affidavits are in each child\342\200\231s file. Licensing Postings: Facility license, Notification of Parents\342\200\231 Rights, Earthquake Preparedness. Licensee was reminded that postings should remain posted during day care hours. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. ***Continued on LIC809-C... LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP . When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. There were no deficiencies cited during today\342\200\231s inspection. On 7/30/2025, a fire clearance was granted to this facility by the San Leandro Fire Department. All documents have been received for the increase of Capacity application. As of today's date, 8/5/2025, the facility is approved to operate as a Large Family Child Care Home. The Licensee was reminded that an assistant is needed with a large family child care home license, and whenever an assistant is not present, the licensee will comply with the capacity requirements for a small family child care home. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with licensee Caixia Li.
