What the inspector wrote

On Febuary 25th,2026, Licensing Program Analyst (LPA) Kassandra Medrano conducted an annual required inspection which included a tour of the home and yard, and a review of the required day-care forms with the licensee, Ruijie today. Present in the home is Licensee,11 children (four Infants and seven preschool aged children) and two adult assistants. During inspection it was found that capacity and ratio requirements of children were observed in compliance today. A review of records indicates that all adults working or living in the home who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. The facility operates 8:30AM - 6:00PM, Monday - Saturday. ON LIMITS AREA: Living Room, Family Room, Kitchen, Bedroom #1 (last room left side of hallway), Hallway Bathroom, right side of Backyard OFF LIMITS AREA: Bedroom #2 (first room left side of hallway), Master bedroom and bathroom, left side of Backyard, and Garage ISOLATION AREA: Bedroom #1 Report continued on page two... LPA inspected the home and found the following No baby walkers, bouncers, exercausers, present in the home nor shall they be allowed to be used during day-care hours. During inspection is was found that cleaning compounds (two boxes of dishwasher pods and a cleaning bottle) were found underneath the kitchen skin which remained unlocked. LPA observed that the home has proper lighting and ventilation. Home has a working telephone, a working smoke and carbon monoxide detector, and a fully charged 2A10BC fire extinguisher. Licensee stated that there is no body of water on the property, and facility was inspected, and no bodies of water were found. Licensee states there are no guns or weapons of any kind in the home. During review of files, Licensee\342\200\231s CPR and First Aid has expired as of 2/23/2026, but present there are two staff with current CPR. Emergency drills have been conducted and are current, 2/16/2026 was the date of the last drill. Isolation of sick children reviewed and discussed. During file review it was observed that files are current and required forms are found in children's and staff files. Capacity options were reviewed. Licensee understands that care cannot be provided for more than the capacity as stated on the license. Requirements for reporting suspected child abuse were discussed, as well as reporting requirements for unusual incidences within the facility. All required postings are properly posted (License/Parent\342\200\231s Rights poster/Emergency Disaster Plan and Earthquake Preparedness Checklist). Licensee was reminded that as of September 1, 2016, a person may not be employed or volunteer at a childcare facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662. Licensee was informed about the Provider Information Notices (PINs) on CCLD website. Licensee was reminded about Mandated Reporter Training available on CCLD website ( www.ccld.ca.gov or www.mandatedreporterca.com ). LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. LPA Medrano informed the licensee Ruijie that this report dated 2/25/26, documents one Type A citation which shall be posted for 30 consecutive days as there is immediate risk to the health, safety, or personal rights of children in care. Also, LPA Medrano informed the licensee to provide a copy of this licensing report dated 2/25/25 that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee, Ruijie. During the exit interview, the licensee, Ruijie, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS, California Code of Regulations, Title 22 deficiencies are being cited on the following pages:
