What the inspector wrote

On 09/23/2024 at 9:20am, Licensing Program Analysts (LPAs) Christina Uribe & Jialing "Julianne" Zhu met with applicant Liqing Li for the purpose of conducting an announced pre-licensing inspection. Also present at the time of today's inspection is the applicant's fingerprint cleared husband (Shengzi Wu) & adult daughter (Tiffany Wu) The home was toured for a health and safety inspection. The facility is a two story home consisting of 4 bedrooms, 3 bathrooms, kitchen, dining area, living room, family room, attached garage, side yard, and backyard. On-Limit Areas: downstairs bedroom, downstairs bathroom, family room, side yard and a portion of the backyard. Off-Limit Areas: 3 upstairs bedrooms, 2 upstairs bathrooms, kitchen, living room, dining area, garage, gated pool area of the backyard, and another gated portion of the backyard. The outdoor play area is located in the applicant\342\200\231s side yard and a portion of the backyard which is fully fenced and in good condition with no hazardous materials accessible to children in care. There is one pool in the backyard which is gated. The pool fence fully surrounds the perimeter of the pool, and does not obscure the view of the pool in any area. The gaps in the pool fence are no larger than 4 inches in width. The pool fence has two gates to enter the pool area which swing away from the pool, are self-closing, self-latching, with a latch that is at the top of the fence. The pool is an off-limits area. There are no other bodies of water present at the time of the inspection. There are ample age-appropriate toys that appear to be safe and in good condition. The home is equipped with a fully charged 3A40BC fire extinguisher, functional carbon monoxide detector, smoke detector, & telephone. There is a fireplace located in the on-limit family room that is barricaded to prevent accessibility to children in care. Per applicant, there is one firearm located in an off-limit area of the home. LPAs inspected storage of the firearm and verified that ammunition and the firearm are stored and locked separately. There are no pets in the home. Page 1 of 2 ***Continued on LIC 809C*** LPAs and applicant thoroughly reviewed the Packet of Records to Be Maintained with the applicant for consultation and clarification on all documentation required to be maintained in a Licensed Family Child Care Home. A copy of the Packet of Records to be Maintained was given to the applicant. Due to the following deficient conditions, a license cannot be issued at this time: There are two areas of the pool fence which have a short picket fence, that is about half the height of the pool fence, that protrudes from the pool fence that can act as a handhold or foothold to children under the age of 5 years to allow them to climb up onto and over the pool fence. This specification will under managerial review before the applicant can receive instructions of how to proceed. The pool fence is slanted, some of the areas of the pool fence are at least 5 feel tall and some are under 5 feet tall. The height of the entire fencing around the pool must be at least 5 feet tall, with gaps no wider than 4 inches, and a vertical height of no more than 2 inches from the bottom of the fence to the ground. Applicant will ensure that the fence surrounding the pool is fixed to meet regulation. A safety gate or appropriate barricade needs to be installed at the bottom of the stairs leading to the second story of the home. LPA Uribe will consult with departmental management and inform the applicant in the near future on how to proceed in order for a license to be issued. After a plan has been established and discussed with the applicant on how to correct the deficient conditions, LPAs will return for another inspection to inspect the required changes to issue a license.
