What the inspector wrote

On 10/03/2024 at 9:25am, Licensing Program Analysts (LPAs) Christina Uribe & Jialing "Julianne" Zhu met with applicant Liqing Li for the purpose of conducting an announced pre-licensing inspection. Also present at the time of today's inspection is the applicant's fingerprint cleared adult daughter (Tiffany Wu) The home was toured for a health and safety inspection. The facility is a two story home consisting of 4 bedrooms, 3 bathrooms, kitchen, dining area, living room, family room, attached garage, side yard, and backyard. On-Limit Areas: downstairs bedroom, downstairs bathroom, family room, side yard and a portion of the backyard. Off-Limit Areas: 3 upstairs bedrooms, 2 upstairs bathrooms, kitchen, living room, dining area, garage, gated pool area of the backyard, and another gated portion of the backyard. There are ample age-appropriate toys that appear to be safe and in good condition. The home is equipped with a fully charged 3A40BC fire extinguisher, functional carbon monoxide detector, smoke detector, & telephone. There is a fireplace located in the on-limit family room that is barricaded to prevent accessibility to children in care. There is a safety gate properly secured at the bottom of the stairs leading to the off-limit second story of the home. There are no pets in the home. The applicant provided proof of control of property. Per applicant, there is one firearm located in an off-limit area of the home. LPAs inspected storage of the firearm and verified that ammunition and the firearm are stored and locked separately. Applicant confirmed that she has a valid Conceal Carry Weapon (CCW) permit and LPAs informed applicant that she is required to inform all parents of children enrolled in the day care of the CCW permit and the presence of a firearm within the home. Page 1 of 3 ***Continued on LIC 809C*** The outdoor play area is located in the applicant\342\200\231s side yard and a portion of the backyard which is fully fenced and in good condition with no hazardous materials accessible to children in care. There is one pool in the backyard which is gated. The pool fence is at least 5 feet tall and fully surrounds the perimeter of the pool, and does not obscure the view of the pool in any area. The gaps in the vertical posts of the pool fence are no larger than 4 inches wide. The bottom horizontal bar of the pool fence is no more than 2 inches from the ground. LPAs measured each area of the pool fence to verify compliance. The pool fence has two gates to enter the pool area which swing away from the pool, are self-closing, self-latching, with a latch that is at the top of the fence and the gates are locked at all times. The pool is an off-limit area. There are no other bodies of water present at the time of the inspection. The applicant is in compliance with the immunization laws which pertain to all childcare providers. Applicant completed and received certificates for Mandated Reporter Training & Pediatric CPR/First-Aid Training and was reminded of their responsibility to renew each training every two years. Baby bouncers & drop-down cribs are not allowed at the day care facility. Roster of children & their records must be properly maintained & available for review at all times. A fire/disaster drill must be performed and recorded every 6 months. The licensee is reminded any structural changes to the home or additions to the child care facility must be reported to the Community Care Licensing. The licensee was provided information regarding the effects of Lead Exposure and testing requirements (Assembly Bill 2370). Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders, by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important communication platform. Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/per for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. When any IMS is provided, a plan for providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at http://www.ada.gov/resources/child-care-centers/ . LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. On this date, 08/12/2024, the California Attorney General \342\200\223 Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California\342\200\231s Megan\342\200\231s Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. Effective August 1, 2003 California Law requires Child Care Licensees to report unusual incidents or injuries to children in care to child\342\200\231s parents and to the Department of Social Services using the Unusual Incident/Injury Form (LIC 624). Incidents must be reported within 24 hours to the regional office by phone and the written report, LIC 624, within 7 business days. This home is recommended for Licensure on 10/03/2024.
