What the inspector wrote
On 5/8/25, Licensing Program Analyst Briana Plumboy, met with applicant Sugar Porter for an
ANNOUNCED PRE LICENSING INSPECTION
. Present for this visit was
applicants partner Shomari Bob. The home was toured to conduct a Health and Safety Inspection. The applicant plans to operate the facility Monday through Friday, from 7:30am until 5:00pm.
On 4/16/25,
a fire clearance was granted to facility
#015701270 by
Union City Fire Prevention with the comments, "The following areas are off limits and not allowed for use for daycare activity: garage and bedrooms 1, 2, & 3."
The home is
single story. The home consists of a living room, family room, dining room, kitchen, 2 bedrooms, a master bedroom with master bathroom, hallway bathroom, and garage.
The home is neat and clean with heating and ventilation for safety and comfort. The
OFF LIMIT AREAS are
the 2 bedrooms, the master bedroom with bathroom, kitchen, and garage which will be inaccessible by closed and/or locked doors and visual supervision. There are child safety gates located throughout the home. One of the safety gates is located at the entrance to the kitchen, one is located at the entrance to the dining/living room area, and the other is located at the entrance to the family room area. The applicant is aware when children need to use the restroom, they must have access immediately out of the gates to access the hallway bathroom.
The
ON LIMIT AREAS are the dining area, living room, family room, hallway bathroom, and backyard. The left side of the backyard is off limit to children in care. There is a shed located on the left side of the home which is off limit to children in care and locked.

ISOLATION AREA
will be
in the "reading area" located in the living room. Outdoor play area will be in the fenced backyard. There is a trampoline located in the backyard which applicant is aware she must follow all manufacture guidelines. There are no swing sets/play structures present at the facility during today's inspection which are required to be anchored. There is a Little Tikes play structure and outdoor toys available for children's use. There are toys and learning materials both indoors and outdoors that are safe and appeared to be clean. There are no pools, hot tubs or any other bodies of water on the premises during today's inspection. All hazardous materials and toxins are kept out of the reach of children and it was observed that there are no toxins or hazardous items accessible today.

The home has a fully charged 2A10BC fire extinguisher, working smoke detector, working carbon monoxide detector, working telephone, and fully stock First Aid Kit. The applicant\342\200\231s Health and Safety training is completed and CPR and First Aid certificate is current and expires 5/3/27. The applicant completed and received a certificate in mandated reporter training on 9/11/24. The applicant is in compliance with the immunization law which pertains to day care providers. The fireplace is screened to prevent access by children. Per applicant, there are no firearms in the home. A copy of the lease was reviewed and shows control of property.
The applicant is reminded any structural changes to the home or additions to the child care facility must be reported to Community Care Licensing. Also, any adults moving into the home must be reported to Community Care Licensing prior to them moving in and all requirements must be met before the person lives in the facility.

, as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at:

, and recommended they register all infant devices with the CPSC to be notified of any recalls on the purchased equipment.

The applicant was reminded nothing shall hang over the infant cribs and not to swaddle infants while in care.

Applicant is reminded that ALL assistants, volunteers, frequent visitors, or adults living in the home, that are 18 years of age or older must be fingerprint cleared and associated to this facility prior to being in the presence of children in care or an immediate civil penalty will be assessed from $100 to $3000 per person, per incident. Applicant is reminded of the responsibility as a mandated reporter. All forms can be downloaded at

California Law requires Family Child Care Home licensees to
report unusual incidents
or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone, fax, or electronic mail. Roster of the children must be properly maintained and fire/disaster drill every six months must be documented.
Applicant is aware she should have knowledge of all Title 22 Regulations and follow all Title 22 Regulations at all times, as well as follow manufacture guidelines for all equipment in the facility.
During the exit interview, the applicant confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
The Licensee was reminded that an assistant is needed with a large family child care home license, and whenever an assistant is not present, the licensee will comply with the capacity requirements for a small family child care home.
The applicant has not obtained a signed Property Owner/Landlord Consent form (LIC9149). Without this consent, the applicant understands that, once licensed, they can operate with a maximum capacity of 12 children. If property owner/landlord consent is obtained in the future, the applicant is advised that a new Application for a Family Child Care Home License (LIC 279) must be submitted with a change of capacity fee of $25, to increase the capacity and provide care to 14 children.
This home is approved for licensure effective 5/8/25. The applicant is aware the signature on this report confirm receipt of these documents. LPA asked the applicant if the applicant had any questions pertaining to any aspects including, but not limited to, any part of this report and of the documents given to the applicant, and per applicant, there are no further questions at this time. Applicant is aware at anytime she can reach out to LPA Plumboy or CCLD. Appeal rights provided and discussed. This report shall remain on file for 3 years. Exit interview conducted with applicant.
