What the inspector wrote

On April 10th, 2025, at 9:00 AM Licensing Program Analyst (LPA) Michael Mathew, conducted an announced change of location pre licensing inspection . Prior to entering the facility, LPA met with licensee Fei Xiao. LPA discussed the nature and purpose of the inspection. Adults in the home have obtained a criminal background clearance. Applicant and LPA toured the home inside and outside. There were 0 children and 1 adult in the home at the time of inspection. The home is a 4 bedroom 2 bath, single story home. The Licensee will use the living room, playroom 1 bathroom, 1 bedroom, and backyard for the child care. Three bedrooms, kitchen and garage will not be utilized and will be designated off limits for childcare. There are age-appropriate toys, teaching materials, and furnishings in good condition and free of hazards. LPA did not observe any toxins/hazardous items accessible to children. The backyard is fully enclosed with a fenced wall. Cleaning agents, disinfectants are stored in the garage inaccessible to children. Kitchen knives are stored in a drawer next to the kitchen sink off limits and inaccessible to children. The bathroom to be used for children in care was observed to be clean and sanitary. LPA observed a 3A40BC fire extinguisher and located in the kitchen inaccessible to children in care. Applicant is reminded to service or purchase the fire extinguisher yearly. LPA had Licensee test smoke alarm and carbon monoxide detectors in the home and were found functional. Licensee's Pediatric First Aid/CPR certificate is valid until 7/29/2025. Mandated Reported Training (AB1207) was completed and valid until 8/12/25. LPA reviewed and verified control of property by review of lease agreement naming the licensee with a reference to the address. Cont 809-C Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.html Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA reviewed with applicant the LIC 311D, Forms/Records To Keep In Your Family Child Care Homes, children\342\200\231s forms/records, facility forms/records, and information to be posted Entrance Checklist was provided to the Licensee. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. To receive important licensed-related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication. Child care license is effective today 4/10/2025. Licensee is required to comply with the terms and limitations stated on the license.
