What the inspector wrote

On December 11, 2025, at 12:25PM Licensing Program Analyst (LPA) Lorraine Dacanay Breaux met with licensee Kailan Miner for a Case Management Inspection/Change of Capacity. Also present during today's inspection is the licensee, and assistant and five (5) children in care (2 infants and 3 preschool children). The purpose of today's visit is to inspect the home for a capacity change application submitted by the licensee. The home was toured for health and safety inside and outside. Hours of Operation, Monday- Friday from 8:00 AM - 6:00PM. The home was inspected by the Fire Prevention Inspector of the Livermore/Pleasanton Fire Department on 11/07/2025 and the home was approved for a capacity increase to serve up to 14 children in care. Licensee understands the requirement to adhere to the restrictions of the Fire Clearance which is that the garage area of the home is to be kept off-limits to children in care. The home was found to be neat and clean with central heating and ventilation for safety and comfort. The licensee was reminded that an assistant must always be present when there are more than eight (8) children in attendance. Whenever the assistant is not present, the licensee will comply with the capacity requirements for a small family child care home. The request for a capacity increase to 14 children is hereby approved. Notice of site visit was given and must remain posted for 30 days. Appeal Rights Provided. Exit interview was conducted and report was reviewed with the licensee, Kailan Miner.

    101170 - Criminal Record Clearance: (e) All individuals subject to a criminal record review shall prior to working, residing, or volunteering in a licensed facility; (1) Obtain a criminal record clearance or a criminal record exemption as required by the Department. During case management inspection, a staff was working at the FCCH. S1 did not have an eligible criminal background clearance on file. This requirement was not met as evidenced by: S1 did not have eligible clearance which is an immediate health, safety, and personal rights risk to children in care.
