What the inspector wrote
On 10/07/2025, Licensing Program Analyst (LPA) Diana Campos conducted a scheduled pre-licensing inspection and met with applicant Karla
Arias. The applicant stated she lives in the house with her mother and no other adults or children currently reside in the home. The applicant and all adults listed on the lease have completed fingerprint clearance. The applicant's primary language is Spanish. LPA and the applicant inspected the entire house for health and safety hazards. Applicant plans to operate Monday through Friday from 7:00 AM until 6:00 PM.
The home is a single-story house consisting of a living room, dining area, kitchen, 3 bedrooms, 2 bathrooms, laundry room, detached garage with storage room, and a large front and back yard.
On-Limit Areas:
The nursery bedroom to the right of the hallway bathroom, living/dining room, kitchen, hallway bathroom and the enclosed front yard.
Off-Limit Areas:
Master bedroom and master bathroom, the bedroom to the left of the hallway bathroom, the laundry room, detached garage and storage room, the back yard and driveway. There is an additional yard behind the detached garage which is also off limits to children in care. All off limit areas will be made inaccessible by closed and/or locked doors and visual supervision.

The home is neat and clean, with adequate heating and ventilation for safety and comfort. The home is equipped with a working smoke and carbon monoxide detector, a functional telephone, and a fully charged fire extinguisher. During the inspection LPA observed the home contains two backyards, there is one between the main home and the detached garage and an additional unfinished yard behind the detached garage. Both yards are off limits to day care children. The applicant stated she will bring children to the front yard for outdoor playtime where visual supervision is required at all times. The applicant will provide lunch and snacks. During the inspection, LPA confirmed that no pools, hot tubs, or other bodies of water are present on the premises. Applicant confirmed, there are no firearms in the house. Applicant confirmed there are no pets in the home. All hazardous materials and toxins are stored out of children's reach. The applicant was advised to post the license upon receiving it.
Applicant, was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Applicant, was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
LPA reviewed with applicant, the LIC 311D, Forms/Records to Keep In Your Family Child Care Homes, children\342\200\231s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the applicant.
On 07/21/2025, the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.
LPA discussed the safe sleep regulations with applicant, and discussed the Child Care Licensing Safe Sleep webpage at:

, as an additional resource. LPA also informed applicant, of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at:

, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Because the applicant, rents/leases the home, proof of landlord notification is required. The LPA observed the Property Owner/Landlord Notification form (LIC9151) that the applicant confirms was provided to the property owner/landlord. The applicant obtained a signed Property Owner/Landlord Consent form (LIC 9149).
