What the inspector wrote
On November 5, 2025, Licensing Program Analyst (LPA) Kassandra Medrano conducted an unannounced Case Management- Licensee Initiated inspection. LPA met with Licensee, Sneha and explained the reason for the inspection. On
10/8/2025,
the licensee applied for a large Family Child Care Home (FCCH). Licensee has been a licensee since
9/22/2020
and therefore has at least one year of experience to apply for a large FCCH. A fire clearance was granted on
11/03/2024
by Fremont Fire Department. Fremont Fire specified that no child care activities can take place in the garage. The facility was closed for the day upon arrival, present during today's inspection were Licensee and her two minor children.
There is a board with required postings, such as license, emergency disaster plan, and notification of parent's right. The hours of operation are Monday through Friday, 8am-3pm. There is working phone in the home. The licensee owns the home, the licensee has provided proof of control of property. LPA toured in the inside and outside of the home. The off-limit areas of the home are: Garage, front yard, bedroom #2, and bathroom in the master bedroom. There is a fireplace in the home, which is closed and barricaded. Disinfectants, cleaning supplies, and other items that are dangerous to children were observed to be inaccessible. Equipment and toys were age appropriate and in good condition. There is a fully charged fire extinguisher, smoke detector, and carbon monoxide detector. Licensee stated that there are no weapons, such as firearms, stored in the home. The backyard is used and is fenced. The toys and play equipment were observed to be in good condition. There were no bodies of water observed during today's inspection.

LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information , see

When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed with Licensee about the maximum capacity requirement of a Large Family Child Care Home License. The maximum number of children for whom care may be provided at any one time when there is an assistant provider in the home, including children under age 10 who reside at the licensee's home shall be either: (1) 12 children, no more than four of whom may be infants; or (2) more than 12 and up to 14 children if at least one child is enrolled in and attending kindergarten or elementary school and a second child is at least six years of age and there are no more than three infants being cared for during any time when more than 12 children are being cared for. When Licensee have more than 12 and up to 14 children in the home, Licensee must notify the parent using the form LIC9150 \342\200\234Parent Notification Additional Children in Care."
LPA reminded Licensee that when Licensee does not have a Helper, Licensee can only care for up to 8 children at any one time in the home.
The licensee has a valid CPR/1st Aid, which expires on 3/2027. The licensee completed Mandated Reporter training. Immunization records for measles, pertussis, and influenza are on file.
During the exit interview, the Licensee, Sneha, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. The licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
The licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
A large Family Child Care Home License is recommended for approval and will be effective as of today, 11/05/2025. A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
As a result of this inspection, no deficiencies were issued. Exit interview conducted and report was reviewed with the Licensee, Sneha.
