What the inspector wrote

On 11/06/2025, Licensing Program Analyst (LPA) Elizabeth Santiago met with Licensee, Jennifer Millington for the purpose of an unannounced annual inspection. There were 10 children present at the start of inspection and an adult assistant. Licensee's operating hours are Monday through Friday from 7:00 A.M to 5:00 P.M. LPA verified all fees are current. All adults subject to criminal background review have obtained criminal record clearance. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. A health and safety inspection were conducted in all areas accessible to children. Off-limit areas includes all bedroom, backyard, shed/studio, laundry room and garage. There is construction going on in the side yard/toy yard. Off-limits areas will remain inaccessible to children by door knob covers, baby gates and/ or baby latches. Applicant understands that if they want to make any off-limit area an ON-limits area, they must notify licensing and LPA must do an inspection BEFORE children are allowed in the area. Applicant understands that if any structural changes are made to the home; licensing must be notified prior to construction. LPA observed the required postings and a working phone. 3A40BC fire extinguisher meets regulations. LPA observed smoke and carbon monoxide detectors, and verified they were both functional. LPA toured the kitchen area and verified knives were inaccessible to children in care. LPA observed play room area with age appropriate toys for children. LPA observed a restroom and verified that hazardous and toxic items were inaccessible to children in care. Licensee stated there are no weapons in the home. Outdoor play space is fenced. Continues on LIC809-C...... ........Continued from LIC-809........(Page 2) The front yard has an in-ground pool area that is fenced per Title 22 regulations and LPA observed the gate to self-close and self-latch. There are no windows or doors that provide direct access into the pool area. LPA also discussed and provided copy of HSC 1596.814 Swimming Pool Safety. The backyard has an in-ground pool that is fenced per Title 22 and HSC 1596.814 regulations. LPA observed the gate to self-close and self-latch. LPA also observed a labeled United States Coast Guard life ring, a rescue pole with a body hook and minimum fixed length of 12 feet, and a functioning ASTM International Standard F1346-23 pool cover or functioning ASTM International Standard F2208 pool alarm. Licensee provided documentation that the pool cover or alarm meet ASTM standards. LPA observed a daily inspection log of Licensee\342\200\231s drowning prevention safety features and safety equipment Children's files were reviewed. Emergency information and required immunization records were on file. LPA observed a current roster and documentation that a fire drill is conducted at least once every six months. Licensee's immunization records are available in the facility file. Current EMSA pediatric CPR and First Aid certification was verified and expires on 12/2026 and Child Care Provider Mandated Reporter certification was verified and expires on 02/2026. Licensee provided copy of liability insurance which is $300,000 for every occurrence. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA discussed the requirement to check and log infant napping every 15 minutes. LPA discussed copies of LIC 9227 Individual Sleeping Plan for infants under 12 months. This provider is not currently providing Incidental Medical Services (IMS) services to children in care. IMS policy was discussed. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, Licensee confirmed that there are no registered sex offenders (RSO) living in the facility and LPA completed the RSO profile in the Field Automation System. A notice of site visit was provided and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. In the areas that were evaluated, no deficiencies were cited during today\342\200\231s inspection.
