What the inspector wrote

On 5/9/2023 at 10:45am, a Required 1-Year inspection was made to the facility by Licensing Program Analysts (LPAs), Laura Chavez and Julie Gifford. This program is operated by Head Start and a Title 5 funded program. The facility operates during the migrant season, 5:00am - 5:00pm, Monday–Friday. The facility located in Room 1 was toured at 11:20am inside and outside and the floor and yard plan submitted by the licensee were verified. Two teachers were supervising four infants, and operating within the licensed capacity and ratio requirements. There are no pools or bodies of water on the premises. The outdoor activity space was cushioned with artificial turf and free of hazards. Center Director Talia Romero was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA Chavez discussed the safe sleep regulations with the Center Director and discussed the Child Care Licensing Safe Sleep web page at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and- resources/safe-sleep as an additional resource. LPA Chavez also informed Center Director Romero of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The following deficiency was cited: HSC 1597.16(a)(1) - a review of the water sampler self-certification indicates the water lead testing was completed on 4/22/2023 (see LIC 809D). A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.An exit interview conducted and report was reviewed with Center Director Talia Romero.
