Inspector’s narrative

What the inspector wrote

Four staff were interviewed on 1/21/26. All staff interviewed denied the allegation that staff spoke inappropriately towards daycare children. All staff shared the center’s policy regarding discipline and behavioral issues including family communication/ meetings, breathing breaks and redirection. S1 stated they use the nurtured art process and denied ever yelling at a child in care. Seven parents were interviewed on 3/17/26 and 3/23/26. One parent (P1) shared they have concerns regarding a staff member yelling at their child. All other parents shared they had no concerns regarding the staff and feel the facility uses tools to support the family with any behavioral issues that arise. One parent, (P2) shared that the facility has created tools to support their child through some tough behaviors. All other parents interviewed indicated they have open communication with their children and have not received any negative feedback regarding S1. Four children were interviewed on 1/21/26. Three children stated that S1 does not yell at children. One child (C2) stated that S1 does yell but it is “calm yelling”. All children interviewed stated they are asked to sit and breathe when they are having a hard time at school. None of the children indicated they have any fear of the staff at the facility. During the investigation LPA reviewed documents regarding children’s behavior, incident reports and tools used to support behavioral issues. Based on staff, parent and children’s interviews it could not be determined if the facility staff spoke inappropriately towards daycare children. Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred, and the findings are unsubstantiated. Exit interview conducted and report was reviewed with the licensee Chelsey Bleeke. Appeal rights were provided. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
