What the inspector wrote

On April 3, 2023 at 1 pm, an annual inspection was made to the facility by Licensing Program Analyst (LPA), Snow who met with licensee, Angela Davis. At 1:15 pm the home was toured inside and outside. The licensee and assistant were supervising 6 children, and operating within the licensed capacity and ratio requirements. The facility’s operating hours are 5:30am to 5:30pm Monday–Friday. The floor plan submitted by the licensee was reviewed and verified. There are off-limits rooms/locked. There no body of water on premises. The Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee Angela Davis and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The staff records for S1&2 were missing Suspected Child abuse training (expired 2022). The infants records C1, 2 &3 did not contain the required sleep logs. The door to where infant #1 was sleeping was closed upon the LPA’s arrival and a bottle was in the play yard with C#1. To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. Please complete the survey and share your inspection experience. The following violation of the California Code of Regulations, Title 22; Division 12, was observed: see LIC 9099D. Reports citing Type A violations are to be provided to parents/guardians of children currently in enrolled and to parents/guardians of children newly enrolled at the facility during the next 12 months. Parents/guardians must sign Form LIC9224 to be kept in each child's file. Notice of Site Visit shall be posted for 30 days from today’s visit. Exit interview conducted and report was reviewed with the licensee Angela Davis. A notice of site visit was given and must remain posted for 30 days.

    Based on the LPA's observation the licensee did not comply with the section cited above in upon entry S1 was sleeping behind a closed door. Licensee said the door was only closed for 5 minutes which poses an immediate health, safety or personal rights risk to persons in care.

    Based on record review, the licensee did not comply with the section cited above in for herself and the one staff (S1&S2) which poses/posed a potential health, safety or personal rights risk to persons in care.
