Inspector’s narrative

What the inspector wrote

On 2/23/24 LPA Laird conducted three staff interviews (S1-S3). S2 and S3 stated they saw C1 in the classroom in a towel. S3 stated the facility had tried to find "loaner" clothes for C1, but they didn't have any that fit. S2 stated W1 mentioned C1 was "really embarrassed" about having an accident. S2 stated they provided C1 a pair of clean underwear prior to W1 showing up. On 2/23/24 LPA Laird observed video footage from the date of incident. Video footage shows C1 sitting at a table in a classroom with a towel wrapped around their shoulders, covering their entire body. The classroom has several other children present who are sitting at another table. C1 is seen sitting with a teacher. C1 is looking down with shoulders hunched. Based on the evidence obtained, the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated. California Code of Regulations, (Title 22), is being cited on the attached LIC 9099D. LPA Laird informed director, Kerri Fournier that this report dated 4/8/24 documents 1 Type A citation(s) which shall be posted for 30 consecutive days as there is an immediate risk to the health, safety, or personal rights of children in care. Also, LPA Laird informed the Kerri Fournier to provide a copy of this licensing report dated 4/8/24 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. Exit interview conducted and report was reviewed with the facility director, Kerri Fournier. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
