Inspector’s narrative

What the inspector wrote

On 4/15/26 LPA Laird conducted 3 staff interviews (S1-S3). All staff interviewed stated infants were allowed to have blankets in the crib once they turned 12 months old. Two staff interviewed stated infants are allowed to use sleep sacks. All staff denied using sleep sacks or swaddles at this facility. One staff stated they will place infants who can roll over on their stomachs to sleep even if they are under 12 months old. LPA Laird provided safe sleep regulations and safe sleep FAQ to licensee. Based on interviews, LPA Laird determined there is sufficient evidence to suggest the allegation is valid. Based on the evidence obtained, the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated. California Code of Regulations, (Title 22), is being cited on the attached LIC 9099D. Exit interview conducted and report was reviewed with the licensee, Ronda Gambone. Appeal rights were provided. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
