Routine inspection (3-year)·January 22, 2024

On 1/22/2023 at 12:00 pm, an annual inspection was made to the facility by Licensing Program Analysts (LPAs), E. Friese and E. Laird. At 12:00pm the home was toured inside and outside. The licensee was supervising 2 children, and operating within the licensed capacity and ratio requirements. The facility\342\200\231s operating hours are 6:00 am - 7:00 pm, Monday\342\200\223Friday. The floor plan submitted by the licensee was reviewed and verified. The off-limits area of the home is the master bedroom, and garage, and it was made inaccessible by keyed lock. The children do not use the yard as the outdoor play area, they go to the park. There is a seasonal creek on the property. The front yard is completely fenced with 5 foot fencing. Licensee understands children outside of the fence must have 100 percent supervision. Two children's records were reviewed at 11:57am . One staff record was reviewed at 12:30pm. There are currently 2 adults living in the home. The following deficiencies were cited: Children's files were incomplete, LPA's observed gasoline and harsh chemicals accessible to children and unlocked, home and food preparation area is not kept clean and organized, facility has not conducted fire drill within the last six months and fire drill log was unavailable for review, licensee is not conducting safe sleep checks, licensee did not have facility roster for review, licensee did not have required postings. Friese informed licensee Carmen Tarrant that this report dated 1/22/2024 documents 1 Type A citation which shall be posted for 30 consecutive days as there is an immediate risk to the health, safety, or personal rights of children in care. Also, LPAs E. Laird and E. Friese informed the licensee to provide a copy of this licensing report dated 1/22/2024 that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the licensee, Carmen Tarrant, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Carmen Tarrant.
