What the inspector wrote

On 10/30/25 @ 10:47am an unannounced case management inspection was conducted by Licensing Program Analyst (LPA), Erica Laird. LPA Laird met with licensee, Stacy Kinser in response to an Unusual Incident Report received by the Department on 10/16/25. Per the incident report, on 10/15/25 a staff (S1) grabbed a child (C1) by the back of their arm leaving red marks. On 10/30/25 LPA Laird conducted an interview with licensee Stacy Kinser. Stacy stated S1 worked at the facility for approximately 1 month. Stacy stated S1 was immediately terminated after the incident and has not been back to the facility since. Stacy stated her two assistants saw the incident but she did not witness it because her back was turned at the time. The two assistants were not present at the time of inspection. Stacy stated she has zero tolerance for mistreating daycare children. On 10/16/25 LPA Laird received written statements from licensee and staff witnesses. Staff statements stated C1 was having a hard time listening to S1. C1 slammed their plate down on the counter and S1 aggressively grabbed C1 behind the arm and scolded them. C1 ran away crying. S1 left shortly after the incident and the two staff reported what they had observed to Stacy. During today\342\200\231s inspection LPA Laird inspected the facility and observed two staff actively supervising 9 children. Based on statements received and interviews conducted, the following deficiency(ies) is being cited on the LIC809-D. LPA Erica Laird informed licensee Stacy Kinser that this report dated 10/30/25 documents 1 Type A citation(s) which shall be posted for 30 consecutive days as there is an immediate risk to the health, safety, or personal rights of children in care. LPA Erica Laird informed the licensee Stacy Kinser to provide a copy of this licensing report dated 10/30/25 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. Exit interview conducted and report was reviewed with the licensee Stacy Kinser. Appeal Rights were provided. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
