What the inspector wrote

The facility pre-licensing inspection was conducted on 7/30/21 at 10:00 AM by Licensing Program Analysts (LPA), Martinez and Marks. The Department received an application on 6/10/21 for a preschool license requesting a capacity of 192 children. The facility was toured inside each classroom and outside. The center will operate from 7:30 AM to 4:30 PM, M-F. The preschool facility consists of 8 classrooms. Rooms 2 and 3 have a single restrooms with two bathrooms and two sink. Preschool Rooms 4,5,6,7,8,9 will share two Jack and Jill restrooms each providing 6 toilets and 4 sinks between two classrooms totalling 14 sinks and 20 toilets for children's use. The fire clearance was approved on 6/16/21 for 192 children. The preschool classrooms measured for 192 children for 8 classrooms and the outdoor yard area measured for 385 children. The facility is approved for the requested capacity of 192 children. Required postings (Parents Personal Rights, Emergency Disaster Plan, Earthquake Preparedness Checklist, Menu, etc.) listed on Form LIC 311A are posted. The applicant was advised that all staff are required to have a criminal background clearance on file with Community Care Licensing (CCL). The applicant is aware of the immediate $100 per day civil penalty for anyone providing care or supervision without a criminal record clearance. The Director's Pediatric CPR/1st Aid expires on 9/21. The Director understands that Mandated Reporter Training will be updated for all staff every two years. The applicant has a valid Preventive Health Practices certificate which includes nutrition and lead exposure training and will be sent to LPA Grisak. Children will use the fenced outdoor play area. Sign-In/Out procedures were reviewed. The applicant/director understands that if a manual Sign-In/Out procedure is used, full legal signatures are required. Cubbies will be available for children to use. The children will be dropped off by their parent through a gate that allows access to the play area and classrooms. Children have a staggered drop off time and will be dropped off to their classrooms where health checks will be conducted by the teachers. There are working smoke detectors, a working carbon monoxide detector and charged fire extinguisher in the facility (Continued on LIC 809-C) (Continued from LIC 809) rated at least 2A10BC. All Exits are marked. Poisons and toxins are locked in the janitorial closet and some cleaning products will be kept in the classroom out of reach of children. There are staff bathrooms, which are separate from each of the classrooms in the main office area. There is uncontaminated drinking water available to children both indoors and outdoors and each child will receive their own labeled drinking container and a water filling station is available in each classroom. The isolation area for a sick child will be established in the the Director's office and a cot will be provided. Preschool children will nap on cots in the classroom. Bedding will be washed weekly. Breakfast, lunch, and AM/PM snack will be provided by the Thermalito School District and the food storage hot and cold boxes will be provided. The classrooms contain age appropriate toys and activities available for children. There are enough cubbies present for the licensed capacity. There is bark material underneath the play structures sufficient to absorb falls. There is a sand box area and future grass area for children's play. The grass area is not yet ready for children to use. There is a covered area present to provide shade for outside eating. It was expressed that there should be additional shading to cover the swing set area and dramatic play area that is outside. Trash cans will be moved outside when children eat outside, weather permitting. There are no bodies of water located on the property and none are to be added without prior notification and approval of the licensing agency. This report was reviewed and discussed with the applicant/director. All licensing reports are public information and must be made available upon request for at least three years. Based on the facility measurements, capacity will be granted for 192 children. Any proposed changes to the physical plant, telephone number, or change of address shall be immediately reported to the Department Notice of Site Visit shall be posted for 30 days from today's visit.
