Pre-licensing visit·October 6, 2021

The facility pre-licensing inspection was conducted on 10/6/21 at 9:00am by Licensing Program Analyst (LPA), Emilia Grisak. The Department received an application on 6/29/21 for a preschool license requesting a capacity of 24 children. The facility was toured inside and outside. The center will operate from 7am to 5:30pm, M-F year-round. The preschool consists of a preschool room which has two sinks and two toilets available for children to use. There are also two staff bathrooms which are separate. The fire clearance was approved on 10/5/21 for 24 children. The preschool indoor capacity measured for 25 children and the outdoor yard area measured for 110 children. The facility is approved for the requested capacity of 24 children. Required postings (Parents Personal Rights, Emergency Disaster Plan, Earthquake Preparedness Checklist, Menu, etc.) are posted near front entrance. The applicant was advised that all staff are required to have a criminal background clearance on file with Community Care Licensing (CCL). The applicant is aware of the immediate $100 per day civil penalty for anyone providing care or supervision without a criminal record clearance. The Director understands that Mandated Reporter Training will be updated for all staff every two years. The applicant has a valid Preventive Health Practices certificate which includes nutrition and lead exposure training as well as current First Aid/CPR. Children will use the fenced outdoor play area. Sign-In/Out procedures were reviewed. The applicant/director understands that if a manual Sign-In/Out procedure is used, full legal signatures are required. Cubbies are available for children to use. There are working smoke detectors, a working carbon monoxide detector and charged fire extinguisher in the facility rated at least 2A10BC. All Exits are marked. Poisons and toxins will be locked in the janitorial closet and cleaning products will be stored out of reach of children. Water is available inside by use of water cups and facility will use a water cooler and/or water jug and paper cups for outside until a water fountain is installed The isolation area for a sick child will be established in the the Director's office and a cot will be provided as needed. Preschool children will nap on cots in the classroom. Bedding will be washed weekly. Breakfast, lunch, and afternoon snack will be provided by the facility and all food-prep and storage areas shall be kept clean. The classroom contains age appropriate toys and activities available for children. There are enough cubbies present for the licensed capacity. There is bark material underneath the play structures sufficient to absorb falls. There is a sand box area that will be covered nightly and playground will be checked daily for cleanliness. There is sufficient shade available for the children outside. There are no bodies of water located on the property and none are to be added without prior notification and approval of the licensing agency. This report was reviewed and discussed with the applicant/director along with Safe Sleep regulations, lead testing information, and current Covid guidelines. All licensing reports are public information and must be made available upon request for at least three years. Based on the facility measurements, capacity will be granted for 24 children. Any proposed changes to the physical plant, telephone number, or change of address shall be immediately reported to the Department. The following must be completed prior to licensure. 1. Proof of water cooler for outside. 2. Proof that outdoor ramp has railing installed so children have a safe path to outside play area.
