What the inspector wrote

On 7/30/25 LPA Laird conducted four staff interviews (S1-S4). All staff interviewed denied staff yell at children. All staff stated they will raise their voices to get attention but not to scare, intimidate, or threaten. All staff interviewed stated there are times when the school age and preschool children sit in the same room, but they do not interact. On 8/22/25 and 9/25/25 LPA Laird conducted six parent interviews (P1-P6). Two parents interviewed stated they have heard staff yell at children in care. Two parents stated what they heard was beyond a stern “teacher voice” and seemed inappropriate. Four parents interviewed stated they had no knowledge of staff yelling at children in care. Three parents stated they have observed school age and preschool children commingling by using the same classroom. Three parents interviewed stated they have not observed school age and preschool children commingling. On 7/30/25 LPA Laird conducted five child interviews (C1-C5). Four children interviewed stated the teachers do not yell at them. Four children stated teachers yell at the younger children to “please stop doing that” or “No”, but they do not yell to be mean. Four of the children interviewed stated they do not play with different age groups. Four children interviewed stated the school age and preschool children have a different classroom. On 7/30/25 LPA Laird conducted an inspection of the facility. LPA Laird observed school age children and preschool children playing outside in separate play yards. On 8/13/25 LPA Laird received a typed statement from Ashlie Lagrone stating staff rarely commingle the age groups and only do it for approximately one hour in the early mornings or late afternoons when ratios are low. Based on staff and parent interviews and documentation received, LPA Laird has determined there is sufficient evidence to suggest the allegations are valid. Based on the evidence obtained, the preponderance of evidence standard has been met, therefore the above allegations are found to be substantiated. California Code of Regulations, (Title 22), is being cited on the attached LIC 9099D. Exit interview conducted and report was reviewed with assistant director, Rhiannon Thurman. Appeal rights were provided.
