During today's inspection the facility was toured. LPA Laird observed three staff supervising 8 children. LPA conducted one staff file review, obtained staff records and staff attendance sheets. On 7/10/24 LPA Laird conducted 5 staff interviews (S1, S2, S3, S4, S5). All staff interviewed stated substitute teachers have been alone in the classroom with children. One staff interviewed stated they have been alone with children in the classroom and they do not have all of their Early Childhood Education (ECE) units. Based on staff interviews, staff did not adhere to regulations. Based on the evidence obtained, the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated. California Code of Regulations, 101216.2(e) (Title 22), is being cited on the attached LIC 9099D. Exit interview conducted and report was reviewed with facility representative, Kathleen Corbett. Appeal rights were provided. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
