What the inspector wrote

A prelicensing inspection was conducted today by Licensing Program Analyst (LPA), J. Snow. LPA met with facility representative Michelle Lucero in response to an application to change the location of 45403423 CIRCLES CHILDREN'S CENTER (previously at 2345 Fair St in Chico) and convert to a single license. The applicant/licensee is requesting a license for preschool, age 2.9 \342\200\223 5 years in building C, room C, with a capacity of 24. The facility will operate Monday-Friday, 7:45am to 5pm. The facility has 1 room with one bathroom and 2 toilets. There are 3 buildings on the property and BCOE has only rented Building C (A&B are currently empty). The indoor and outdoor activity spaces were toured, and the facility sketch was verified. The following areas will be off limits to children: kitchen and office. The office is locked and there is a latching baby gate to the kitchen. There is a kitchen with a refrigerator and warming boxes. Breakfast and snacks will be prepared onsite, and the hold lunch will be delivered by the BCOE Butte County Office of Education. There are enough cots for the capacity and sick children will isolate in the office. The outdoor play area is fully fenced. There are 2 climbing structures; one will be made off limits prior to licensing. The second has a slide and the facility will send proof of manufacturer age prior to licensing. There are no weapons or bodies of water per applicant representative, Michelle Lucero. The poisons are locked in the janitor\342\200\231s closet. There is safe and age-appropriate furniture, toys, and play equipment available for children. A capacity worksheet was completed during the visit. Indoor space measures for 984.5 square feet and outdoor space for measures for 3,445 square feet. There are 2 toilets & 2 sinks for the children. There is enough indoor and outdoor space, toilets and sinks for the requested capacity. continued Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA reviewed with facility representative the LIC 311A, Records to Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. LPA discussed the safe sleep regulations with the facility representative and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep , as an additional resource. LPA also informed the facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Applicant representative, Michelle Lucero was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Exit interview conducted and report was reviewed with the facility representative, Michelle Lucero. continued Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. The following items need to be completed prior to the granting the license: 1. Photo proof of manufactures age for the climbing structure with a regular slide 2. Photo proof that access has been prevented from the climbing structure with a spiral slide. 2. Managerial approval
