What the inspector wrote

On 8/8/2022 at 12:20pm, a Required -1 Year inspection was made to the facility by Licensing Program Analyst (LPA), Laura Chavez. At 12:30pm the home was toured inside and outside. The licensee was supervising 8 children and operating within the licensed capacity and ratio requirements. The facility operates 24 hours a day, 7 days a week. The licensee understands that 24 hour care to one child at one time is not allowed. A review of the Facility Personnel Report Summary dated 7/5/2022 indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances. The floor plan and yard sketch submitted by the licensee were reviewed and verified. The off-limits areas of the home are the garage, three bedrooms, master bathroom, laundry room and garage, and were made inaccessible by [baby gates and locks. The children use the backyard as the outdoor play area and it it fully fenced. Upon entry to the home the licensee informed LPA Chavez that an above pool was installed in the backyard. The licensee failed to notify the Department prior to installing the pool. The pool is fully fenced with 6' dog ear fence boards and 6' cattle fencing. The pool is approximately 1/4 full with water. The licensee stated that she is in the process of taking down the pool and currently in the process of draining it. Items that could pose a danger to children (such as detergents, cleaning compounds, medications, etc.) are stored out of the reach of children. Poisons are locked in the garage. The LPA observed a working smoke detector, carbon monoxide detector, and fire extinguisher, rated at least 2A10BC, in the home. The roster of children in care was reviewed and was current. The licensee conducted an emergency drill within the past six months, the last drill was documented on 5/13/2022. Eight (8) children's records were reviewed at 1:05pm. One staff records were reviewed at 2:15pm. Report continued: See LIC 809-C's There are currently four adults living in the home. The Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with Licensee Maria Bugarin and discussed the Child Care Licensing Safe Sleep web page at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe- sleep as an additional resource. LPA also informed the licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. An exit interview was conducted, and the report was reviewed with Licensee Maria Bugarin. Report continued.
