What the inspector wrote

On 09/18/2025 at approximately 8:30am, Licensing Program Analyst (LPA) Jamel Maiwandi conducted an unannounced required 3-year annual inspection and met with Principal Katie Wilson and explained the purpose of the visit. Hours of operation are from 7:45am-3:00pm Monday to Friday. There is one preschool classroom located in the facility (#1) with 23 children and 2 staff present, with 24 preschool children enrolled. Two staff members present received criminal record clearance from the California Department of Social Services. The facility is within its capacity limits and ratios for today\342\200\231s visit. LPA observed that all required documents, such as the facility license, notification of parents\342\200\231 rights, personal rights, car seat laws, emergency disaster plan, and daily activities schedule, were displayed and visible to the public. The most recent emergency disaster drill was conducted in 08/2025, and LPA observed that it was documented. LPA reminded principal emergency disaster drills must be conducted every 6 months. The facility was observed to have a first aid kit in each classroom, combined smoke detector and carbon monoxide detector and one fully charged 3A40BC fire extinguisher in the main office. Facility principal tested the smoke and carbon monoxide detectors and found them both functioning. LPA inspected the indoor and outdoor areas to identify health and safety hazards. The facility was clean, safe, sanitary, and in good repair. Disinfectants, cleaning solutions, poisons, and other items that could pose a danger were stored in areas inaccessible to the children in the classroom. All accessible cabinets and drawers in the classrooms were found to be free of hazardous materials or poisons. Continues on 809-C Page 2 Prescribed medications were observed in designated bags for each child and located in the main office restroom cabinets and is inaccessible to children. Prescribed medications were labeled with the child\342\200\231s information. The dates of the prescribed medications were observed to be current. LPA observed that the preschool classroom had age-appropriate toys, furniture, educational materials, and designated storage space for each child. Electrical outlets were fitted with child safety covers to prevent children's access. The bathrooms were clean, fully operational, and equipped with suitable toileting equipment and sanitation products. The outdoor playground has a fence that is at least four feet tall. The play equipment is in good condition and does not have sharp, loose, or pointed parts. The areas around and under climbing equipment, swings, and slides are cushioned with tanbark padding. There are no pools, spas, or bodies of water located on the property. The facility currently provides snacks and lunch for the children in care and the menu is displayed in the facility. The facility offers cots for children to rest or nap and according to the principal, the parents/guardians provide the sheets and blankets in which children use and take them home weekly to wash. LPA reviewed the files of five children and verified that their emergency contact and medical information were complete. LPA reviewed three staff files and confirmed that all required forms were present. LPA reminded principal to ensure staff have updated qualifications and trainings at all times. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. Principal was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Continues on 809-C Page 3 LPA discussed the safe sleep regulations with principal and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
