What the inspector wrote

On 1/6/2026 at 9:15am Licensing Program Analyst (LPA) Morgan Pringle met with director Julie Dalman for a Required \342\200\223 3 Year inspection . Present during the inspection were nine (9) preschool age children and three (3) additional staff members. The facility is located on the NorthCreek Church campus in rooms 101 and 102. The facility was toured for a health and safety inspection and operates on Mondays from 9:00am - 3:15pm, Tuesdays and Thursdays 9:00am \342\200\223 1:30pm, Wednesdays 9:00am \342\200\223 2:30pm, and Fridays 9:00am \342\200\223 12:00pm. LPA observed the classrooms to have ample age-appropriate materials for the children\342\200\231s learning and play that were clean, properly stored and in proper working order. All furniture was observed to be free from defects and in good repair. All toxins and hazardous materials were observed to be in inaccessible areas. LPA observed the three (3) bathrooms to be free from defects, clean, in proper working order. All medications were properly stored and inaccessible to the children in care. There are multiple working smoke detectors, carbon monoxide detectors, fire extinguishers, and first aid kits on site. All food on site was observed to be properly stored. The facility provides one (1) snack and on Mondays two (2) snacks are provided. All children bring their own lunch from home. All counters were observed to be clean and well maintained. All children bring their own water bottles and have access to clean drinking water in and outside of the classrooms. The children do not nap but a place for rest and relaxation is provided if needed. Page 1 of 3 The outside play yard was observed to be fully fenced, well maintained, with ample age-appropriate materials for the children. All play materials for the children were observed to be clean and in good repair. The play structure was observed to be anchored into the ground with ample cushion for children\342\200\231s safety. There is plenty of shade for the children. LPA did not observe any bodies of water in or around the facility. The facility does not transport children. The facility is operating within its licensed capacity and is in ratio. All staff working at the facility have obtained a criminal record clearance or have transferred their clearances. The fire/disaster drill log is complete with the last drill logged 12/12/2025. A physical census of the children was taken and cross referenced with the sign-in and out log. All children were properly signed in by their parents or authorized representatives. All required postings are posted in the entry way of the facility. LPA obtained a sample of the children\342\200\231s files, staff files, and the facility files. All files were complete. No deficiencies were cited during LPAs inspection. Director was reminded that California law requires facilities to report unusual incidents and/or injuries to children in care, to the child's parents, and to the Department within 24 hours by phone. Within seven (7) days from the incident, facilities must submit the Unusual Incident/Injury form (LIC 624) to the Department. Director was reminded that EMSA approved Pediatric CPR & First Aid training must be completed every two (2) years. Mandated Reporter Training ("Child Care Providers") is required for all staff and is to be renewed every 2 years by visiting https://mandatedreporterca.com/ . Personnel and facility rosters must be properly maintained, and fire/disaster drills must be conducted at least every six (6) months and documented. LPA informed Director that all forms can be downloaded at www.ccld.ca.gov . Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. Page 2 of 3 For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP . LPA referred Director to the Department website for lead: Lead Toxicity Prevention and Water Testing Information . https://www.cdss.ca.gov/infosources/child-care-licensing/water-testing-information This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP . Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
