What the inspector wrote

On 10/18/24 at 9:00 AM, Licensing Program Analysts (LPAs) J.Vargas and D. Campos conducted an unannounced case management – licensee initiated inspection for Marinda Keith’s large family child care home. The licensee is currently licensed for capacity of 12 and requesting for increase of capacity for 14. LPAs met with the licensee who guided the analyst on a tour of the facility. During today's inspection, there were 8 children in care (1 infant and 7 preschool aged children) and 12 children enrolled. Also present during the inspection is licensee's 2 qualified assistant. Family members residing in the home are licensee, and her adult daughter. Licensee and all adults in the home have Criminal Record Clearance. Facility hours of operations are Monday - Friday from 7:00 AM - 6:00 PM . The licensee completed her Pediatric CPR/First Aid certificate, which expires on 9/28/26 , and Mandated Reporter certificates, which expires on 10/20/24. The licensee was reminded to renew mandated reporter training prior to expiration. There is a working telephone in the home. The fire clearance request was approved on 8/5/24 by inspector Dante J. Wiley of City of Richmond Fire Department. This is a one story home which consists of 3 bedrooms, 2 bathrooms, kitchen, dining room, living room, family room attached garage, side yard, front yard. The children on limits areas: family room, garage (used as additional activity room) and the bathroom by the family room. Licensee will be utilizing the family room as the main room for her day care area. Areas off limits include: 3 bedrooms, kitchen, dining room, living room, bathroom by the hallway and the front yard. LIC 809-C continued to PAGE 2----------------------------------------------------------------------------------------------- -- PAGE 2 The LPAs toured all areas used by children during this visit. Per licensee, there is no firearm in the home. The licensee stated that there are no pets in the home. The licensee stated there is no fireplace in the home. LPAs observed a fully charged 3A40BC fire extinguisher and a working smoke and carbon monoxide detector. Medicines, cleaning products, and sharp objects are stored inaccessible to children. LPAs reminded that smoking, baby walkers, bouncers, jumpers, and similar items are not allowed in family childcare homes. OUTDOOR SPACE : LPAs toured the outdoor area and observed a fully fenced front yard. Licensee states yard will not be used for daycare. LPAs did not observe any bodies of water. LPAs observed age appropriate toys for children to play with. Licensee stated she uses her right side yard as an entrance and exit for drop off/pick up. LPAs discussed and reminded the Licensee that daycare needs to be operated within the limitations and capacity of a Large Family Child Care Home with regards to ratios and that Licensee has to be present in the daycare for 80% of the operation hours. The Licensee was reminded that an assistant is needed with a large family child care home license, and whenever an assistant is not present, the licensee will comply with the capacity requirements for a small family child care home. All documents have been reviewed for the increase of capacity application. LPAs provided the main office number for the Oakland Regional Child Care office (510) 622-2602. Licensees are to call and report injuries or unusual incidents within 24 hours of knowledge of occurrence. Licensees are to review the form (LIC 624B) to follow up in writing within 7 days of the injury/unusual incident. LIC 809-C continued to PAGE 3----------------------------------------------------------------------------------------------------- PAGE 3 Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Before the license can be granted, the applicant needs to provide the following documents by 10/28/24 : - Licensee's proof of updated Mandated Reported training. - Proof of assistant Mandated Reporter training. - Proof of assistant TB clearance and immunization record for Measles and Pertussis. The increase of capacity approval is upon final file review and manager approval. Exit interview conducted and report was reviewed with the licensee, Marinda Keith. A notice of site visit was given and must remain posted for 30 consecutive days.
