What the inspector wrote

On January 26, 2026, Licensing Program Analyst (LPA) Indira Loza met with Licensee Meshelle Keel for a Required - 3 Year Inspection . There were no children during today's inspection. Residing in the home are the Licensee, her fingerprint cleared adult son, and two turtles. The operating days and times are Monday - Friday 6am-5pm. The home was toured for a health and safety check. The home is a single story house consisting of four bedrooms, two bathrooms, living room, family room, kitchen, small dining area, fully fenced in front yard and fully fenced in backyard. ON LIMIT AREAS: Bathroom across from the small dining area, family room, bedroom next to the family room (nap and isolation room), and a portion of the backyard. OFF LIMIT AREAS : The living room, three bedrooms and one bathroom on the left side of the house, kitchen, a portion of the backyard, and the front yard ISOLATION AREA is in the bedroom next to the family room All toxins, cleaning products, medications, and hazardous materials were observed to be in inaccessible areas. The home does not have a fireplace, open-faced heaters, and no wall heaters. Licensee stated there are no firearms in the home. There were no pools (in-ground and above-ground), fixed-in-place wading pools, hot tubs, spas, fish ponds and similar bodies of water on the premises. The home has a fully charged 3A40BC fire extinguisher in the kitchen, a working carbon monoxide detector in the dining area, a working smoke detector next to the bedroom in the dining area. Licensee has a working telephone, and all required forms are posted and visible for public view in the family room. The licensee conducts and documents fire and disaster drills twice a year with the last one conducted on 12/22/25. The Licensee's CPR and First Aid certificate is current and expires on 2/24/26. LPA reviewed 5 children\342\200\231s files and all files were complete. LPA reviewed one staff file, which was missing a current Mandated Reporter certificate. The Licensee was reminded of the responsibility as a mandated reporter and the requirement to renew the Mandated Reporter certificate every two years. The Licensee was reminded that the Mandated Reporter Training can be taken www.MandatedReporter.ca.com or with the local Resource and Referral (R&R) Agency. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee Meshelle Keel, confirmed that there are no Registered Sex Offenders living in the facility.
