What the inspector wrote

On 2/5/24 Licensing Program Analysts (LPAs) Monica Mathur and Dealia Frison conducted an unannounced Case Management - Legal/Non-Compliance inspection at Parkmead Keyspot program which is located in the premises of Parkmead Elementary School. Present during inspection were: Portable 1: 7 children with Director, 1 fully qualified staff Outdoor Yard #1: 27 children with 1 fully qualified staff, 1 Aide Outdoor Yard #2: 50 children with 2 fully qualified staff, 2 Aides (currently enrolled) Facility is in compliance with required ratios today. Staff file review showed a staff aide CALISSA HANSEN who was present today, started working as a minor 17 year old and continued after turning 18 year old in May 2023. She does not have working eligible clearance and is not associated to facility license. Director stated he intended to get her fingerprinted but did not follow through and it was a slip on his part. Calissa left the premises immediately and Director stated she will not return until she gets cleared and associated. During an annual inspection dated 2/7/2023 facility was cited for failure to comply with Criminal Record Clearance. A Non-Compliance Conference was conducted and Technical Support Program was offered which the facility participated in and completed. Employee/s working with children without clearance poses a potential risk to health and safety of children in care. Today's failure to comply with Criminal Record Clearance is a repeat violation within 1 year. Therefore facility is cited a deficiency on 809-D page with civil penalty of $250 assessment. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Exit interview was conducted and report was reviewed with Director, Geoffrey Fontanilla. NOTICE OF SITE VISIT WAS ISSUED MUST BE POSTED FOR 30 DAYS.
