What the inspector wrote

On 6/8/23 Licensing Program Analyst (LPA) Monica Mathur conducted an unannounced Required Inspection at Sonja Brennan & Alex Williams's Family Child Care Home. LPA met with Licensees, Sonja and Alex and explained the purpose of today\342\200\231s inspection. Present in the home were both Licensees and 5 day care children (1 infant under 12 months and 4 preschool age). Facility is in compliance with required ratios today. Days/hours of operation are Monday-Friday from 7:30am-5pm. INDOOR space was inspected. It is a single floor home. IN USE AREAS : Left portion of the home (attached in-law unit) separate from rest of the house. Area includes 2 Activity/Play rooms, Bathroom, Nap Room. There is a door from play room that leads to rest of the off limit home. OFF LIMIT AREAS : Rest of the home LPA observed sufficient materials, toys, and play equipment. Children were engaged in various activities under the supervision of the Licensees. All detergents, cleaning compounds, medications, and other similar items were inaccessible to children. Furniture and equipment were age appropriate and in good condition. There were no baby walkers, jumpers or bouncers observed during inspection. The home is sanitary, orderly and safe. There is no fireplace or stairs in the day care area of the home. LPA observed a fully charged fire extinguisher that meets State Fire Marshal standards and working smoke/carbon monoxide detectors. There are no pets in the home. LPA reviewed a current Children Roster, Emergency Disaster Plan LIC610A. Last fire/disaster drill was completed in May 2023. All required postings were observed posted on a wall. Licensee states she does not transport children. She provides snacks/meals. Food storage area was observed to be clean. OUTDOOR space was inspected. Children use portion of the front yard for outdoor activities. It is fenced and separated from rest of the yard. Play equipment was observed in safe condition and free of hazards. The yard was fenced. There is a swimming pool in the off limit backyard. Licensee stated children do not have access to that area. FILE REVIEW: Children and Licensees files were reviewed. Certifications for CPR/First Aid are current. Licensees Mandated Reporter Training expired in 2020. They stated they were not aware of renewal every 2 years. During 2019 inspection previous analyst had noted on 809 report she provided information on this training and that it has to be renewed every 2 years. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department . The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm Supervision of children was discussed, and Licensees understand that they must be present in the home during 80% of the operating hours and ensure children are supervised at all times. If no assistant provider is present at a Large Family Child Care Home, then the licensee shall comply with the capacity requirements for a Small Family Child Care Home. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the Safe Sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA did not observe infants Sleep Log, Individual Sleep Plan LIC9227 for infant under 12 months. Observed toy, blankets in infant cribs. No infant was sleeping in the crib at time of observation. LPA noted during inspection of 2019, the analyst provided Safe Sleep Information to licensees. Today LPA provided Safe Sleep Frequently Asked Questions, Sleep Chart, Individual Sleep Plan LIC9227. In the areas that were evaluated, no regulatory violations were observed . Technical violations/assistance were issued for mandated reporter training, sleep log, individual sleep plan LIC9227, toy/blanket in crib. Exit interview conducted with the Licensees, Sonja and Alex. A NOTICE OF SITE VISIT WAS GIVEN AND MUST REMAIN POSTED FOR 30 DAYS.
