What the inspector wrote

Licensing Program Analyst (LPA) Cherie Acosta and Kayla Merchant conducted an unannounced visit to investigate the above allegation. LPAs met with Director Cynteria Ragler. During the investigation LPAs conducted interviews. Based on the investigation, children enrolled in the infant program have been commingled with the preschool children when needed for ratio. Based on interviews which were conducted, the preponderance of evidence standard has been met, therefore the above allegation is to be substantiated. Exit interview and report reviewed with Cynteria Ragler. Notice of Site Visit was provided and must be posted for 30 days.

    Limitations on Capacity.A licensee shall not operate a child care center beyond the conditions and limitations specified on the license, including the capacity limitation. This requirement was not met as evidenced by: Facility commingled children enrolled in the infant program with preschool children when needed for ratio which is a potential risk to the health and safety of children in care.
