What the inspector wrote

On December 17, 2025 at 9:07am, Licensing Program Analyst (LPA) Indira Loza met with Center Director Cynteria Ragler to continue the complaint investigation for the above allegation. Present in care were 48 preschoolers and 6 fingerprint cleared staff. LPA toured the center for a Health and Safety check. During the course of the investigation LPA conducted interviews and reviewed center documents. Based on interviews conducted and records reviewed, it has been determined that staff have roughly handled a child in care during naptime. The preponderance of evidence standard has been met, therefore the allegation is SUBSTANTIATED. Title 22, California Code of Regulations 101223(a)(1) is being cited on the attached LIC 9099-D. Exit interview conducted. Report and appeal rights provided to Center Director Cynteria Ragler. Notice of Site Visit provided and must remain posted for 30 days.

This poses a potential risk to the health, safety, and personal rights of children in care.
