What the inspector wrote

On December 17, 2025, Licensing Program Analyst (LPA) Indira Loza arrived on a case management inspection and met with Center Director Cynteria Ragler. Present in care were 48 preschoolers and 6 fingerprint cleared staff. LPA toured the center for a Health and Safety check. During today's visit, LPA Loza observed children in all classrooms screaming, crying, and climbing on furniture throughout the visit. Although the facility was in ratio and the staff were attentive to the children during the visit, it was clear that the children's needs were not being met, and either more staff are needed or the classes need to be reduced to meet the children's needs. LPA reminded the Director of the California Code of Regulation (CCR) 101216(b)(1) for Personnel Requirements which states: (b) The Department has the authority to require any licensee to provide additional staff whenever the Department determines and documents that additional staff are required for the provision of services necessary to meet the needs of children in care. The licensee shall be informed in writing of the reasons for the Department's determination. The following factors shall be taken into consideration in determining the need for additional staff: (1) Needs of the children. Exit interview conducted with Director Cynteria Ragler.     (a) The licensee shall ensure that each child is accorded the following personal rights: (1) To be accorded dignity in his/her personal relationships with staff and other persons. This requirement was not met as evidenced by: Based on interviews and records reviewed it was determined that staff held down a child during naptime. This poses a potential risk to the health, safety, and personal rights of children in care.
