What the inspector wrote

On 12/12/2025 at 2:00 PM, Licensing Program Analyst (LPA) Christina Watts conducted an Case Management Inspection at Contra Costa County Child Start - Los Nogales Center. LPA met with Site Supervisor II, Karla Villarpando and explained the purpose of today's inspection. During today's inspection, there were 12 preschool children in care and 2 staff in one classroom. Director stated there are 20 preschool children enrolled. LPA is following up on an self reported Unusual Incident Report submitted to licensing on 12/09/2025. LPA toured the facility, observed classrooms, conducted interviews and obtained relevant documents. Based on information obtained, this incident NEEDS FURTHER INVESTIGATION. During today's inspection, there were no violations observed. Exit interview conducted and report was reviewed with the Site Supervisor II, Karla Villarpando. A Notice of Site Visit was given and must remain posted for 30 consecutive days.

This requirement has not been met as evidenced by: Based on interviews and... record review, the licensee did not comply with the section cited above when staff was observed on video aggresively handling a child by restraining a child with their arms and legs, pulling and grabbing child by the wrist which poses an immediate risk to the health, safety or personal rights of children in care.
