What the inspector wrote

On 12/12/2025 at 12:00 PM, Licensing Program Analyst (LPA) Christina Watts conducted an Case Management Inspection at Contra Costa County Child Start - Los Nogales Center. LPA met with Site Supervisor II, Karla Villarpando and explained the purpose of today's inspection. During today's inspection, there were 12 preschool children in care and 2 staff in one classroom. Director stated there are 20 preschool children enrolled. LPA is returning to complete self reported Unusual Incident submitted to licensing on 10/29/2025. LPA has determined by interviews and record review that on 10/28/2025, S1 was observed aggressively handling a child by grabbing a preschool child by the wrist to sit them down due to child pushing a chair downwards. Per video footage, S1 is observed holding C1 as C1 is trying to escape from their hold. Footage also show staff restraining the child with their arms and legs and child is trying to get out of restraint. Footage shows staff handling child aggressively when staff forcibly sat child down on concrete stairs. Per California code of regulation, Title 22, staff are to treat children with dignity and respect as they are not to handle children in an aggressive manner nor intimidate any child. This facility is out of compliance with California code of regulation, Title 22. LPA Christina Watts informed Site Supervisor II, Karla Villarpando that this report dated 12/12/2025 with 1 Type A citation which shall be posted for 30 consecutive days as there is immediate risk to the health, safety, or personal rights of children in care. *CON'T ON PAGE 2* *PAGE 2* Furthermore, LPA Watts informed the Site Supervisor II to provide a copy of this licensing report dated 12/12/2025 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. Exit interview conducted and report was reviewed with the Site Supervisor II, Karla Villarpando. A Notice of Site Visit was given and must remain posted for 30 consecutive days.
