What the inspector wrote

On 11/12/2025 at 10:00 AM, Licensing Program Analyst (LPA) Christina Watts conducted an Case Management Inspection at YWCA of Contra Costa - Freedom Child Care. Facility is located on the campus of Freedom High School. LPA met with Site Supervisor, Jessica Lino and explained the purpose of today's inspection. During today's inspection, there were 27 preschool children with 7 staff in 2 classrooms. Director stated there are 31 preschool children enrolled. LPA is following up on an self reported Unusual Incident Report submitted to licensing on 10/09/2025. LPA toured the facility, observed classrooms, conducted interviews and obtained relevant documents. Video footage shown on 10/07/2025 during nap time, S1 had flicked C1 on the top of their head. Staff interview stated C1 was being patted on the back by S1 to help them go to sleep. Staff interviewed stated they heard C1 cry. California code of regulation Title 22 stated staff are to treat children with dignity and respect. The facility is out of compliance with California code of Regulation, Title 22. LPA Christina Watts informed Site Supervisor, Jessica Lino that this report dated 11/12/2025 documents a Type B citation. Type B citation(s) are a potential risk(s) to the health, safety, or personal rights of children in care. *SEE LIC 809-D FOR DEFICIENCIES* Exit interview conducted and report was reviewed with the Site Supervisor, Jessica Lino. A Notice of Site Visit was given and must remain posted for 30 consecutive days.
