What the inspector wrote

On 02/20/2026 at 9:10 AM, Licensing Program Analyst (LPA) Christina Watts conducted an Case Management Inspection at Kindercare Learning Center. LPA met with Assistant Director, Pamela Souza and explained the purpose of today's inspection. During today's inspection, there were 25 preschool children with 6 staff including the Assistant Director in 2 classrooms. Assistant Director stated there are 35 preschool children enrolled. LPA is following up on an self reported Unusual Incident Report submitted to licensing on 02/05/2026. LPA toured the facility, observed classrooms, reviewed files, conducted interviews and obtained relevant documents. Per interviews on 02/03/2026 around 5:17 PM, the Preschool classroom was coming back in from outdoor play. Interviews stated S1 was bringing the children from the back door near entrance of the outdoor play area to the preschool classroom. Interviews stated children were running in front of S1 while S1 was trying to get the children to line up. Interviews stated S1 was heard and observed yelling at C1 and was observed grabbing C1 by the shoulder and saying to C1 something to the effect of,"You don't listen. Get back over here." California code of Regulations, Title 22 state staff are treat children with dignity and respect as to not yell at children nor grab children. Also, the incident occurred on 02/03/2026 and was reported to licensing on 02/05/2026. California code of Regulation, Title 22 stated a licensed facility has 24 hours from occurrence or knowledge of an incident occurring to report an incident to licensing. This facility is out of compliance with California code of Regulations, Title 22. LPA Christina Watts informed Assistant Director, Pamela Souza. that this report dated 02/20/2026 with 1 Type A citation which shall be posted for 30 consecutive days as there is immediate risk to the health, safety, or personal rights of children in care. *PAGE 2* Furthermore, LPA Watts informed the Asst Director to provide a copy of this licensing report dated 02/20/2026 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. LPA Christina Watts informed Assistant Director, Pamela Souza that this report dated 02/20/2026 documents a Type B citation. Type B citation(s) are a potential risk(s) to the health, safety, or personal rights of children in care. *SEE LIC 809-D FOR DEFICIENCIES* Exit interview conducted and report was reviewed with the Program Specialist, Montasia George. A Notice of Site Visit was given and must remain posted for 30 consecutive days.
